Extending Time of Making Report of Condemnation Proceedings Instituted by Palisades Interstate Park Commission

"AN ACT to amend chapter one hundred and seventy of the laws of nineteen hundred, in relation to condemnation proceedings instituted by the Commissioners of the Palisades Interstate Park."

APPROVED.

This bill amends the act creating the Palisades Interstate Park by giving to the Supreme Court power to extend the time in which the report of the commissioners of appraisement in condemnation proceedings instituted under that statute may be filed.

Under the law as at present in force, there is a fixed period of six months after the appointment of commissioners for the filing of their report. Conditions have lately arisen, owing to the sickness of a material witness, which render it impossible, in certain pending proceedings, to have the report filed within six months. A failure to file the report, unless the statute is amended, would render ineffectual all of the proceedings which have been taken and all of the expenses which have been incurred in these proceedings up to this time, and would necessitate the institution of a new proceeding.

In nearly all cases the Supreme Court has power, under proper application, to extend the time for filing reports of referees, commissioners and other officials. There seems to be no proper reason why this power should not exist in this case.

The bill is therefore approved.

Amending Banking Law in Relation to Reserves of Banks and

Trust Companies

"AN ACT to amend the banking law, in relation to reserves of banks and trust companies."

APPROVED.

This bill provides that State banks and trust companies which become members of the Federal Reserve Bank shall be governed by the rules relative to maintenance of reserves which are provided by the Federal Reserve Act, instead of those provided by the existing State law.

In Relation to the Collection of Taxes in the City of Yonkers

"AN ACT to amend chapter four hundred and fifty-two of the laws of nineteen hundred and eight, entitled 'An act to supplement the general laws relating to the government of the city of Yonkers, and to revise and consolidate the local laws relating thereto,' generally."

APPROVED.

This bill makes certain changes in regard to the assignability and negotiation of tax liens and makes certain other changes in the procedure for the collection of taxes. It has met with the approval of the city authorities and is based upon provisions in other charters which have been found to work to the advantage of the municipalities.

In the county of Ontario, the advertisement required by section. 130 of the Tax Law, prior to the expiration of the redemption period, was not published as required by law, through the omission of officials charged with that duty.
