International Geodetic Association.

For contribution to the International Geodetic Association for the Measurement of the Earth, five hundred and fifty dollars, or so much thereof as may be necessary, to be expended through the office of the American embassy at Berlin; and for expenses of the attendance of the American delegate at the general conference of said association, five hundred and fifty dollars, or so much thereof as may be necessary: Provided, That such contribution and expenses of attendance shall be Proviso. payable out of the item "for objects not herein before named;" and ten per centum of the foregoing amounts shall be available interchangeably penditures. for expenditure on the objects named; but no more than ten per centum shall be added to any one item of appropriation;

That no part of the money herein appropriated for the Coast and Geodetic Survey shall be available for allowance to civilian or other officers for subsistence while on duty at Washington (except as hereinbefore provided for officers of the field force ordered to Washington for short periods for consultation with the Superintendent), or to officers of the Navy attached to the Survey, except as now provided by law.
