C. The subcommittee met, pursuant to call, at 10 a. m., in room 318, Senate Office Building, Senator Burton K. Wheeler presiding. Present: Senators Wheeler (chairman of the subcommittee) and Reed. Senator REED (presiding). This is a hearing by a subcommittee of the Senate Committee on Interstate Commerce. Chairman Wheeler is uable to be present this morning because of pressing matters. Senator Hill, who is the third member of the subcommittee, is necessarily engaged in the Committee on Military Affairs this morning. Therefore it devolves upon me to open the hearing. This hearing is one directed by the Senate under the provisions of Senate Resolution 146, which will be made a part of the record at this place, (S. Res. 146 is as follows:) [S. Res. 146, 76th Cong., 1st sess.] Resolved, That the Committee on Interstate Commerce, or any duly authorized subcommittee thereof, is authorized and directed to make a full and complete investigation and study with respect to (1) the nature and legality of the methods now employed by common carriers by railroad subject to the Interstate Commerce Act for the handling of their express traffic, their forwarder or consolidated carload freight traffic, and their freight traffic in less-than-carload lots; and (2) the possibility of improving the methods of handling such classes of traffic in the interest of economy and of better service to the public. The committee shall report to the Senate, at the beginning of the next regular session of the Congress, the results of its investigation and study, together with its recommendations, if any, for legislation. For the purposes of this resolution the committee, or any duly authorized subcommittee thereof, is authorized to request the Interstate Commerce Commission and any of the executive departments or other agencies of the Government to furnish to it clerical and expert assistance in the conduct of, and any information in their possession with respect to matters within the scope of, such investigation and study.
