On motion of Mr. Knight, and by unanimous consent, said bill was substituted for Senate bill (No. 445, Int. No. 30), now on the order of third reading.

On motion of Mr. Thompson, and by unanimous consent, said bill was substituted for Senate bill (No. 336, Int. No. 330), now on the order of third reading.

Mr. Hewitt, from the committee on finance, to which was referred the Senate bill introduced by Mr. Thayer (No. 408, Int. No. 401) entitled "An act making appropriation for the extension and improvement of existing State parks and the establishment of new State parks and parkways in order to create a comprehensive and unified State park system for the promotion of the recreation, instruction and health of the people, to carry out the provisions of chapter six hundred and two of the Laws of nineteen hundred and twenty-four," reported in favor of the passage of the same, which report was agreed to, and said bill committed to the committee of the whole.

Mr. Hewitt, from the committee on finance, to which was referred the Senate bill introduced by Mr. Gibbs (No. 392, Int. No. 297) entitled "An act to amend chapter two hundred and thirteen of the Laws of nineteen hundred and twenty-five, entitled 'An act to create a temporary commission to make a study and survey of the operation and facilities of the canal system of the State, the use thereof for transportation, and the requirements for improving and developing the system and promoting and increasing the use of its facilities, and making an appropriation therefor,' in relation to the report of the commission and making an appropriation for expenses of the commission and for carrying out the provisions of such chapter," reported in favor of the passage of the same, which report was agreed to.

On motion of Mr. Gibb and by unanimous consent, the rules were suspended, and said bill ordered to a third reading.

The President put the question whether the Senate would agree to said motion, and it was decided in the affirmative.

Mr. Hewitt, from the committee on finance, to which was referred the Assembly bill introduced by Mr. Hutchinson (No. 162, Rec. No. 10) entitled "An act authorizing the transfer to the State, for a nominal consideration, of certain lands of Columbia University, located in the borough of Manhattan, city of New York, for the purposes of a psychiatric institute and hospital, and making them available for the New York State Psychiatric Institute," reported in favor of the passage of the same, which report

was agreed to, and said bill committed to the committee of the whole.

No. 78) entitled "An act to amend chapter nine hundred of the Laws of nineteen hundred and twenty-three, entitled 'An act to provide for the construction of a highway bridge across the Hudson river at Poughkeepsie, between the counties of Dutchess and Ulster, and for the construction of approaches thereto, and making an appropriation therefor,' in relation to the construction of certain retaining walls in connection with such work," reported in favor of the passage of the same, which report was agreed to, and said bill committed to the committee of the whole.

Mr. Whitley, from the committee on affairs of cities, to which was referred the Senate bill introduced by Mr. Byrne (No. 263, Int. No. 260) entitled "An act to enable the city of Albany to grant and convey to the Albany Hospital certain lands in which an easement was heretofore granted for the erection of hospital buildings and upon which such buildings are now erected and maintained," reported in favor of the passage of the same, which report was agreed to, and said bill committed to the committee of the whole.

Mr. Whitley, from the committee on affairs of cities, to which was referred the Senate bill introduced by Mr. Fearon (No. 87, Int.
