The Special Committee on the License Law, consisting of one from each county, to whom were committed the Orders of the House, of January 19th and February 4th, and the Reports of the Committee on the Judiciary, of January 25th and of February 3d and 9th,—together with the Petitions and Memorials of Moses STUART, and about five thousand others, citizens, legal voters, or inhabitants, over sixteen years of age, of Andover and other towns and cities within the Commonwealth, asking for sundry changes in said law, and not a few for its entire abrogation, (the changes asked, being the same as prayed for by about twenty thousand petitioners, of the last General Court,)-beg leave to submit the following
We 'have considered the law "concerning licensed houses, and the sale of intoxicating liquors;" and, separately, the several orders, reports, petitions, and memorials, referred to us for consideration. The changes asked for in one order and one class of petitions appearing to us reasonable, we at first contemplated only reporting some slight amendments to existing statutes, in accordance therewith.
