Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That the Secretary of the Treasury be, and is hereby authorized and directed to pay to Robert Brigham, late postmaster at Franklin, Pennsylvania, the sum of two thousand two hundred and sixty-six dollars and eighty-nine cents, out of any money in the Treasury not otherwise appropriated, the same. being amount lost through the failure of Venango National Bank, where such money was deposited by order of the Postmaster-General. Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That Anthony R. Ravenscroft shall hereafter be held and considered to have been honorably discharged from the military service of the United States as a captain of the Twenty-second Regiment of Indiana Infantry Volunteers on the twenty-second day of August, eighteen hundred and sixty-four, by reason of the expiration of his term of service, and the Secretary of War is hereby authorized and directed to issue a certificate of honorable discharge for him in accordance with the terms of this Act: Provided, That no pay or other allowances shall be due or payable to any person by reason of the passage of this Act. Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That there be appropriated, out of money not otherwise appropriated in the Treasury of the United States, the sum of one thousand nine hundred and fifty-one dollars and one cent, to pay the damages inflicted upon George A. Rogers, a contractor with the Government, while drilling from the lighter Daylight, in the East River, New York Harbor, said damages being occasioned by the running of the United States torpedo boats at an unwarranted and illegal rate of speed.
