This publication is based on the UN Secretary-General's report to the High-Level Segment of the Economic and Social Council (ECOSOC), held in June 2004, which discussed topics of resources mobilisation and the creation of an enabling environment for poverty eradication in the Least Developed Countries (LDCs), as well as drawing on the debates and outcomes of the 2004 ECOSOC session and two preparatory meetings. The papers are organised under seven headings and issues considered include confronting the challenge of extreme poverty in LDCs; mobilising domestic and external resources; trade preferences for investment and export; good governance, gender equality, promoting entrepreneurship and technological development; LDCs emerging from conflict; and NGO contributions.
