To the Honorable the Assembly of the State of New York: On April 4, 1895, the Assembly of the State of New York duly adopted a resolution, of which the following is a copy, viz: "Whereas, The sentiment for municipal ownership of franchises, the profits of which are large and come directly from the people of the various cities, is growing throughout the State to such an extent as to demand a popular vote upon the question of municipal ownership; and, 66 Whereas, A bill is before this Legislature providing for a submission to a vote of the people of the various mr inicipalities of |
