What general conditions as to approaches, grades, planking, and signs are necessary, in your opinion, for crossings of railroads and public highways, to insure a proper degree of safety? Approaches should be in good condition, with good plank crossing. Signs are of but little, if any protection, at crossings. A person that did not hear or see the train would not be likely to see a sign, but we have signs according to statute, at all crossings.
