steamers within 18 months, reckoning from the date of the present decree; and should he not do so, or should he fail to fulfil any other of the conditions whatsoever, he shall forfeit the privilege; and all questions or disputes which may arise in consequence of the loss of the said privilege, shall be determined at once and finally by the Supreme Court. V. To the firm is granted for the term of the privilege the right of felling and using, free of duties, in the lands belonging to the Government, the wood and timber which may be required for the consumption, construction, and repairs of the vessels employed in virtue of this privilege. VI. The firm shall be exempt from every municipal tax; from all import duties upon steamers or upon the machinery belonging to them, upon their first introduction, whether the said steamers are introduced in portions only or fully equipped; and likewise from all port dues connected with the navigation of the rivers to which this privilege has reference. VII. The passage-money for cabin passengers, including their board, shall not exceed 20 centavos per league; and that of deck passengers, including board, 15 centavos per league, and without board, 10 centavos per league, for all distances above 30 leagues; for distances less than 30 leagues, the charge must be according to agreement. VIII. Freights for the conveyance of goods shall not exceed half a centavo for every hundred-weight per league, for all distances exceeding 30 leagues, the charge for less distances being according to agreement; but as regards this lesser distance, the firm shall not be obliged to convey any cargo, the freight of which amounts to less than 50 dollars. IX. The public mails shall be conveyed, gratis, in the said vessels, as shall also be the agents or officials appointed by the Government on any public service, provided that the number of the said officials or agents do not exceed 5 at most. X. Government troops and officers, and articles or objects of whatever description, belonging to the Government, shall be conveyed by the said vessels on such equitable rates, both for passagemoney and freight, as may be agreed upon by the firm and the competent authorities. XI. The persons employed by the firm, as well as all property and effects belonging to it, shall have the same security, and shall enjoy the same protection on the part of the authorities of the Republic, as the persons and property of Venezuelans, conformably to Article CCXVIII of the Constitution. XII. Differences or disputes, of whatsoever kind, arising from the establishment of the steam-boats shall be decided by the authorities and laws of Venezuela, nor can any of them become the subject of international claims.
