This character seems rather out of the line, and on account of the miferable couplet which concludes it, we heartily with it out of the poem.

Whether the Doctor was afraid of Sir Joshua's fuperior skill as a portrait painter we know not, but it is certain he has given a very feeble outline of his character, although it brings the original immediately to our recollection.

TRANSACTIONS.

Conftantinople, March 3. NOTHING ferves more to fhew the difpofition of the grand fignior, with refpect to the carrying on war,

than the following order, figned by his own hand, which has been tranfmitted

to all the chief commanders of his feveral armies:

Warfaw, March 8. By a courier who this morning arrived here with difpatches to the Ruffian minifter, we learn that that the main body of the rebels under Pugatfcheff received a confiderable defeat on the 3d inftant at Samara, by general Bibikow. The general had invefted the city of Samara, which was garrifoned by a large party of the rebels, and was on the point of being carried by him, when Pugatfcheff, with a body of men, came from Cafan to its relief. The Ruffians were advantageoufly posted, and had a fine train of artillery which did much execution. Pugatfcheff was routed, and obliged to return to Cafan, with the lofs of near 5000 men killed or taken prifoners,

Venice, March 14. An action has juft happened between two small squadrons of the Ruffian and Turkifli fleets, in which the former were overcome. Advice was received by admiral Spiritow, at the rendezvous at Paros, that the captain Baffa had dispatched a squadron of three large fhips, a frigate, and four gallies, to furprise the garrisons at Sciros, and retake that island. On receipt of this intelligence, the admiral difpatched four frigates, and a fhip of So guns to oppose their defign. This finall fquadron came up with the Turks within half a league of the island, and an engagement began, in which one of the Ruffian frigates was burnt, one taken, and the 50 gun fhip run afhore; the other frigate escaped with much difficulty.

Madrid, March 12. We learn from Cadiz, that a fhip of the line is arming there with all expedition. Advices from Ferrol and Carthagena mention, that in the former of thofe places two May, 1774.

Leghorn, March 17. The Ruffian generals, prince Gallitzin and Czernichew, have fet out for Naples. Letters from the Archipelago inform us, that the general rendevous of the Ruffian fleet is at Paros; the fhips of war and frigates were at anchor at Port Naufa, and in the canal between that island and Naxia; the regular troops were cantoned in the towns of Mamora and Zimbido, and the Albanian light troops at Bachia. They are refitting all their fhips, in order to commence hoftilities as foon as the feafon will permit, and expect to be joined by other hips that are cruifing between the island of Patmos and Taffo. The Græco-Ruffian fquadron wintered on the coafts of Syria, and the commandant of Acre, has furnifhed them with all neceffaries they ftood in need of.

Copenhagen, March 23. An extraordinary treaty of alliance, we hear, is juft in agitation between our court and that of Berlin.

The day before yesterday an Englifh frigate of war of 30 guns, and two tranfport fhips paffed the Sound for the Baltic, and yesterday another frigate of 34 guns, of that nation, paffed the Sound to join them in that fea; and it is faid, that fome more English veffe

are expected to join them, and to cruize in the Baltic; but to what purpose is yet unknown.

This day our fquadron began to be fitted out; and it is ftill reported, that it will join the Ruffian fleet against the Turks.

Petersburgh, March 22. We have just received from the Siberian Mines 1200 poden of filver [39,600lb. avoirdupoife] and about 50 poden of gold [about 1600lb fame weight] which is ordered to be coined into gold and filver money. The troubles at Orenbourg had caufed fome fears for the fafety of the above treasure; but general Irman, chief director at the above mines, had the precaution to fend it a long way about northerly, to prevent its falling into the rebels hands.

Hugue, March 28. In a full affembly of the states the 22d inftant, it was refolved to augment the garrifon of all the barrier towns on the fide of the Auftrian dominions, and to fend fix regiments under the command of colonel Schneider, to be encamped in Dutch Flanders.

Petersburgh, March 29. A great number of military promotions took place yesterday. Amongst those who obtain ed the rank of lieutenant-general was the prince of Heffe Darmstadt: that of brigadier was conferred on the prince of Anhalt, General Potemkin was made lieutenant colonel of the firft or Preobrazinky regiment of foot-guards, of which the empress is colonel.

Dantzick, April 1. The Pruffians now carry every thing with a very high hand, and seem refolved to convince the inhabitants of this city, that if they do not fubmit in quietnefs force will be ufed. M. Richard, the agent here, defired the magiftrates, &c. might be affembled on the 28th of last month, when he delivered to them the ultimatum of his master, the king of Pruffia, which contained in fubftance as follows: "That his majesty having been, on due confideration, confirmed in the claim he has to the fole foyereignty of the city of Dantzick, and being allowed therein by the two other powers, who have taken Poland under their protection, his majefty requires due fubmiffion from the inhabitants as fubjects, and that the magiftrates, &c, do take the oath of allegiance.

Cadiz, April 5. The greatest naval preparations are now making in the Spanifh ports.

Paris, April 8. The following is the lift of the men of war lannched, or which will be ready to launch before the end of the prefent year, in the several royal docks in France, fince the convention with Spain in the beginning of the year 1771: one of 84, four of 80, nine of 74, and four of 60 guns, befides 11 frigates from 32 to 16 guns each; making in all eighteen men of war of the line, and eleven frigates.

Amfterdam April, 19. Letters from St. Euftatia arrived here yesterday, dated the 21ft of Feb. mention that the veffel carrying this packet having been detained by contrary winds ever fince the 15th of February, affords an opportunity of acquainting you that about three weeks ago Admiral Perry, with fix men of war, failed within fight of this ifland, and it was then understood that this fleet was bound to Jamaica, but authentic advices arrived yesterday (Feb. 12) both from fay Porto Rico and St. Thomas, that Admiral Perry difembarked his people on fhore off Crabb Ifland, and fet about fortifying the place almoft immediately on his arrival; this fudden event occafioned fuch a hurry and confufion at Porto Rico that the governor thought it necessary to put the town in a proper ftate of defence, and inftantly fent off two couriers, one after the other to Madrid. The English dispatched one courier to London.

AMERICA.

New-York, Feb 17. The business of Kaya-fhota, the great Ohio chief, accompanied by feveral other principal Indians, with Sir William Johnfon, Bart. was to deliver the fubftance of feveral conferences, held among the Indians at and near the Ohio, whither he is returned with feveral fpeeches, belts, &c. from Sir William, tending to produce a change in the conduct of thofe, who have been lately difpofed to create troubles in that quarter; and the Indians to the northward have, on their parts, fent fome fpirited messages to thofe unruly people.

Extract of a letter from Savanah, in Georgia, Feb. 12.

"We have been greatly alarmed these three weeks paft, with accounts from

our back settlementy, of an Indian war likely to break out. The Indians have killed several white people on the new lands, and the reft of the people have all left their fettlements on these lands, as alfo feveral others within the old lines. It is thought that all the Indians were not fully fatisfied with giving up thefe lands, therefore will not allow us to settle there.

"We have two or three fcouting parties looking out for thefe Indians; and it is reported that they fell in with a party of them, who fired first at our people, and killed one; upon which they fired and killed two Indians, and fcalped them.

"The militia throughout the province hold themselves in readinefs against the first general alarm, to go against these favages. There is a party of 25 militia men, who keep guard every night in town, by order of the governor. His excellency about ten days ago fent a talk to the Creek nation, but has had no answer yet.

Extract of a letter from Charles Town'

South Carolina, March 1.

"The general affembly of this province meets here this day. The Cherokee Indians have given the strongest affurances of their peaceable difpofition; in confequence of which the alarmed inhabitants of our western frontiers are moftly returned to their fettlements, and have erected 12 ftockade forts for their future fecurity, fhould any difagreement happen. There have been no new alarms on the fide of the Creeks; the head men of that nation continue to difavow their having given any countenance to the late outrages, and exprefs much concern thereat; they have declared that they do not want war, that they have war enough with the Choctaws, against whom a great part of their nation are gone. And that the party of their nation are gone. And that the party of mad young men, who committed the late murders, fhould be called in,"

The Bill for the immediate removal of the officers of the customs from Boston, in Massachusetts bay.

The Bill for continuing an A&t for eftablishing certain free ports in Jamaica. The Bill to enable the duke of Buccleugh, the duke of Queensbury, &c. to reduce certain annuities granted by the company of the Bank of Ayr in Scotland.

The Bill to allow further time for the inrollment of deeds and wills made by Papifts, &c,

The Bill to diffolve the marriage of Richard Heatley, and to enable him to marry again.

The Bill to make perpetual the Acts for regulating the trials of controverted elections.

The Bill for the pay and cloathing of the Milita,

The Bill for the relief of prifoners acquitted of crimes, but retained for their fees.

The Bill to enable his majesty to grant to general Frazer the lands and estatet of the late lord Lovat.

The Bill for appointing commiffioners to execute the land-tax act.

The Bill relative to the preservation of turnpike roads.

The Bill for improving and preferving certain fen lands in the ifle of Ely, &c,

It is faid to be an undoubt fact that the Toulon fquadron is almoft ready to fail. The intelligence comes from admiral Keppel at Nice, They are very ftrict at the dock-yards in not admitting ftrangers to infpect what is going PP 2

on there. It has, however, tranfpired, that the fhips are in a very bad condition, their bottoms being much wormeaten. The French feem to be driven to this armament by the interruption which the Ruffian fhips have occafioned to their Levant trade,, which has already ruined the greateft part of the merchants at Marseilles.

7. The fupplies this year are eflimated at 4,200,000l. the Exchequer bills to be paid off, one million, amounting in the whole to 5,200,000l. the land and malt to 2,200,000l. the finking fund to 2,600,000l. which will leave a deficiency of 400,000l to be raised by a loan on Exchequer bills, or a lottery. A great quantity of tents and camp equipage are ordered to be embarked for Nort America'

II. On Thursday fome difpatches arrived in town from Sir Peter Denis, commander in chief of his majefty's fleet in the Mediterranean, faid to contain an account of the preparations for the failing of the Toulon fleet.

We hear from Winchester, that the commanding officer of the regiment quartered there, and which is fhortly to embark for America, is practisfing the officers and ferjeants in a new kind of exercife, viz. throwing the efpontoon and halbert after the manner of the javelin; which our greatest connoiffeurs in the Art Militaire, think vaftly fuperior to the fuzee, and that it will give thefe troops a great advantage over the Indians at buth fightings, being better calulated for furpres, as doing execution without giving any alarm.

It is computed that no lefs than 200,000ftone or 2,800,000lb. of wool have been clandeftinely transported from Ireland to the ports of Dunkirk, Havre, Rochelle, and Bourdeaux, on an average of the last ten years.

15. Monday laft a commiffion, during pleasure, paffed the great feal, granting unto Thomas Gage, Efq; lieutenant general of his majefty's forces governor of the Maffachufet's bay, full power and authority, where he fhall fee caufe, or fhall judge any offender or of fenders to be fit objects of his majefty's mercy, to pardon and remit all treafons, petit treafons, murders, felonies, crimes, contempts, and mifdemeanors whatfoever done or committed; and all fines,

forfeitures, or penalties whatsoever, incurred or impofed."

Orders are given from the war office for making a return of all the married women and children in each regiment in his majefty's fervice, in order to afcertain the fund for their support in case of their husbands dying in the fervice.

18. Orders are given for fhipping a quantity of artillery and ordnance at Woolwich, for the island of Fort St. Lewis, near the mouth of the river Senegal, which is to be ftrongly fortified with fome new works.

Wednesday morning last part of the 43d regiment embarked at Portsmouth, on board the tranfports for North America, the reft were to embark the next day.

Three fhips only of the line are ordered to go with admiral Mann, to reinforce the fquadron in the Mediterranean.

A moft terrible earthquake has happened at Naples, by which the greatest part of that city was ruined, and many thoufand people perished.

The emperor of Germany was actually at Paris, and obferved the ftricteft incog under the name of Count Flanders; and feveral afferted that he was feen at fupper with the king at Bellevue.

Extract of a letter from Amfterdam, April 25.

"Laft week a Portuguese Jew, with his wife two daughters, a Christian maid, and his fon, fat down to dinner; after the five former had eaten hearty of a plate of spinage, they were taken ill, accompanied with a griping in the bowels and before afliftance could be procured they all died; fufpicion that they were poifoned followed, when orders were given by the magiftrates to have them opened, and it was found not to proceed from the fpinage, but from a poifon named Arfenic. They say the fon, feigned to be fick, and took antidotes to evade fufpicion; however, two days after he left the city in great hatte, and it is fuppofed he is fled to England for refuge, Search was made after him, and his flight has caused a firong fufpicion that this inhuman and unnatural fon has bafely poifoned those who gave him life."
