ACT CXXXVII.

AN ACT to extend the time for paying the State and county taxes in Jefferson county, Arkansas.

SECTION

1.

Extends time for paying taxes in certain portions of Jefferson county 2. Act in force from passage.

Be it cnacted by the General Assembly of the State of Arkansas: SECTION I. That the time for the payment of the State and county taxes, for the year 1892, by the tax payers of that part of Jefferson county lying north of the Arkansas river, and all that part of said county lying south of said river and east of range nine (9) west, be extended to the first day of January, 1894; provided, that on or before the fifteenth (15th) day of April, 1893, such tax payers and owners of real estate, and who are resident tax payers within the territory above described in said county, shall file with the collector of said county a written affidavit showing that by virtue of the flood of 1892, they have been rendered totally disabled to pay the State and county taxes now due and that such affidavit shall be supported by affidavits of at least two creditable witnesses who are now living within the said county and territory above described.

SEC. 2. That this act take effect and be in force from from its passage.

ACT CXXXVIII.

AN ACT to provide for there publication of volumes twenty-eight (28), twenty-nine (29) and thirty (30) of the Reports of the Supreme Court of the State of Arkansas.

SECTION

1. Secretary of State authorized to republish volumes 28, 29 and 30. of the Supreme Court Reports with annotations.

Be it enacted by the General Assembly of the State of Arkansas: SECTION I. That the Secretary of State is hereby authorized and directed to have volumes twenty-eight (28), twenty-nine (29) and thirty (30), of the reports of the Supreme Court of the State of Arkansas republished, with annotations.

SEC. 2. That the person selected by the Secretary of State to make the annotations shall be learned in the law, and he shall make full notes, showing in what respect the several cases reported have been overruled, modified or extended by subsequent decisions of the Court, or acts of the General Assembly. In reprinting the said reports, the annotator is authorized to omit, or abridge the briefs of counsel, where it is in his judgment desirable so to do. He may include the three volumes of the original reports in one volume of the reissued reports, but he shall star page the reissued reports, so as to conform to the pages of the original volumes, and shall index the reissued volumes.

SEC. 3. That the contract for the printing of said reports, shall be made and determined by the board of public printing.

SEC. 4. The Secretary of State shall dispose of said reports, when printed and published in the manner now prescribed by law; provided, the reissued reports shall be sold for not less than twenty-five per cent. advance upon the actual cost of said printing and publishing, including the compensation of the annotator.

SEC. 5. The board of public printing shall not be governed by existing laws as to size, and character of type, but shall be left to their own discretion as to the type used in the printing of said reissued reports.

SEC. 6, That said annotator shall receive as full compensation for his services, the sum of two hundred dollars ($200.00), and there is hereby appropriated out of any funds in the State Treasury not otherwise appropriated, the sum of twenty-three hundred ($2,300) dollars, or so much thereof as may be necessary to pay for the printing and binding of the said reports, and for the compensation of the annotator.

SEC. 7. The board of public printing shall be authorized to have the form stereotyped and preserve the same for the use of the State; provided, the same can be done out of the appropriation herein named.

SEC. 8. That this act shall take effect and be in force from and after its passage.

ACT CXXXIX.

An Act amendatory of existing laws regulating the letting of public contracts and providing for letting supplemental contracts for the term ending December 31, 1894.

SECTION

1.

Amends section 5364 Mansfield's Digest.

Repeals section 1335 of Mansfield's Digest and all other jaws in conflict, and act in force from passage

Be it enacted by the General Assembly of the State of Arkansas: SECTION I. The sub-divisions of section 5364 of Mansfeld's Digest, designated as Second and Third, be amended to read as follows:

SECOND. For all printing paper, and the printing and binding of the laws, journals and departmental reports, and all the printing and lithographing or engraving of whatsoever description or character required for the use of the General Assembly, and all other departments of the State government and State boards during said term..

THIRD. For the paper, ruling, printing, paging and binding, assessment and tax books, and all other record books, and for all other binding of whatever description required for the use of the General Assembly and all departments and boards of the State government during said term.

SEC. 2. That section 5371 of Mansfield's Digest, be amended to read as follows: "That the commissioners to superintend the letting of public contracts, are directed in letting the contracts required by law to advertise annually and receive bids separately for printing and binding." FIRST. The Governor's Message.

FOURTEENTH. Printing all bills, resolutions, memorials, reports of committees, and all other printing for immediate use required by order of the General Assembly while in session.

FIFTEENTH. All digests of the laws that may be required.

SIXTEENTH. All blanks, printed forms, letter and note heads, envelopes and all other printing with paper for the

same.

SEVENTEENTH.

All lithographing or engraving with paper for warrants, certificates, blank forms, letter and note. heads and envelopes.

EIGHTEENTH. Furnishing assessment and tax books and all other books for records with paper, ruling, printing, paging and binding complete, and all ruled forms, and all other binding not otherwise specifically included.

SEC. 3. That the maximum prices for paper shall not exceed the following schedule of rates:

NEWSPAPER.-First grade newspaper, 6 cts. per pound. Second grade newspaper, 4 cts. per pound.

BOOK PAPER.-No. I enameled book paper, 15 cents per pound.

First grade S. & S. C. 8 cents per pound. Second grade S. & C. paper, 7 cents per pound.

FLAT PAPER.—No. I superfine, (white or tint) flat paper 18 cents per pound. Second quality of best grade, 14 Second grade, 11 cents per pound.

LINEN PAPER.-Finest linen paper (laid or woven) 25 cents per pound. Second grade 20 cents per pound.

BOND PAPER.The finest qualities 80 cents per pound. Second grade, 28 cents per pound.

LEDGER PAPER.--Finest quality 35 cents per pound. Any other quality of Ledger paper, 20 cents per pound.

ENVELOPES. First class No. 6, $1.20 per thousand. First class No. 6 1-2, $1.30 per thousand. First-class No.
