thousand of said bonds of one thousand dollars each, or fifty million dollars in all should be issued on the main line of said road, which main line is from Council Bluffs, Iowa, to Sacramento, California, as per circular of Charles J. Folger, Secretary of the Treasury; see report of United States Commissioner of railroad accounts for 1883 and 1884, at page 645, and yet by referring to page 17, Vol. 2, Senate Executive Documents for 1887 and 1888, it appears that the United States has issued on account thereof $53,121,632, or an apparent over issue of $3,171,632, and

WHEREAS, By section 9 of the act of July 1st, 1862, the Central Pacific received a grant of land from some point on the bay of San Francisco, or the navigable waters of the Sacramento river, and from Congressional Records, Volume 15, part 6, page 466 of the appendix, it appears said road, by its articles, terminated at Sacramento, hence said company received no grant of lands from Sacramento to San Jose, and said companie's assignment to the Western Pacific of the same, as well as the pretended ratification by congress thereof, by act of March 3d, 1865, conveyed nothing, while the question arises by what right the United States issued to said Western Pacific the sum of $1,970,500 in subsidy, therefore

Be it Resolved by the Senate of the State of Arkansas, the House of Representatives concurring,therein :

That our Representatives in Congress be requested and our Senators instructed to use all honorable means:

FIRST, To ascertain by what authority the said $1,970,500 of subsidy bonds were so issued by the United States to the said Western Pacific.

SECOND, By what right the said sum of $53,121,630 of bonds were so issued on the main line of said roads, where the total issue thereof was limited to $50,000,000.

THIRD, To take all necessary steps to collect from said companies, and each of them named herein, any and all

sums that are or may be due the United States on said lines of road to the end that the same may he forever used as a public highway.

Resolved, That the Governor of the State of Arkansas be, and he is hereby directed, to cause duly authenticated copies of these Preambles and Resolutions to be forwarded to our Senators and Representatives in Congress.

SENATE CONCURRENT RESOLUTION.

No. 12.

Resolved: That a joint committee consisting of two from the Senate and three from the House be appointed to select two amendments to the constitution from those introduced and submit the two selected and agreed upon to the Senate and House.

Resolved by the Senate, the House of Representatives concurring therein:

That a committee of three members of the House and and two from the Senate be appointed to visit the Arkansas Industrial University, and examine into its condition, management and efficiency; and report the same to this body with such recommendations as the committee may deem proper.

SENATE CONCURRENT RESOLUTION.

No. 14.

Resolved by the Senate, the House of Representatives concurring therein :

That a committee of two members from the Senate and three members from the House be appointed to visit the Branch Normal College at Pine Bluff, Arkansas, and that the said committee be directed to make a thorough investigation as to the condition and needs of the said institution and report the same to this body at their earliest convenience. Approved April 10, 1893.

SENATE CONCURRENT RESOLUTION.

No. 15.

WHEREAS, The Geological Survey will have been completed before the meeting of the next General Assembly and

WHEREAS, the State Geologist has in his possession a large number of manuscripts and other property, belonging to the State the disposition of which is not provided for by law now, therefore

Be it resolved by the Senate, the House of Representatives concurring therein :

That the State Geologist at the expiration of his term of office, or at such time as he may have completed the work of the Geological Survey, provided for at this session of the General Assembly, be required to deliver to the Secretary of State all property belonging to the Geological Survey including all unpublished manuscripts, apparatus, furniture, and books and all papers or things of any kind unto said office appertaining.

SENATE CONCURRENT RESOLUTION.

No. 16.

Be it resolved by the Senate, the House of Representatives concurring therein:

That the Auditor of State be and he is hereby authorized to draw his warrant on the State Treasurer in favor of the Arkansas Carpet and Furniture company for the sum of four hundred and thirty-four and 22-100 dollars ($434.22) to pay for materials furnished in repairing and refurnishing the Senate Chamber and the House of Representatives, which shall be paid by the Treasurer out of the appropriation heretofore made for the pay of mileage, per diem and contingent expenses of the General Assembly.

HOUSE CONCURRENT RESOLUTION.

No. 17.

WHEREAS, There is a deficit in the appropriation for the Arkansas School for the Blind for the two years ending April 1st. 1893, to the amount of six hundred and thirteen

dollars and fifteen cents ($613.15) as follows:

Be it resolved by the Senate, the House of Representatives

the Senate concurring:

That the board of trustees for the Arkansas School for the Blind be advised and authorized to pay the sum of six hundred and thirteen dollars and fifteen cents ($613.15) out of the current expense fund in the hands of the steward of said school to supply the deficiencies aforesaid.
