The above form of Independent Nominations is certainly applicable in the counties of the State. Chapter 296 of the Acts of 1902 attempts to prescribe a different rule for Baltimore City. It is believed that this provision in this Act will be held invalid by the Courts because the TITLE of the Act does not disclose the purpose to make the regulation attempted as required by Article 3, section 29, of the State Constitution.
