On February 2, 1914, the Governor made the following designations to the Court of Appeals: William Butler Hornblower and Benjamin N. Cardozo,

At a joint session of the Senate and Assembly, held February 11, 1914, Pliny T. Sexton was chosen a Regent of the University of the State of New York, to succeed himself.

The Commissioner of Labor announced the following appointments to fill vacancies in the Department of Labor, the appointments being made February 14, 1914: Frank J. Prial, to be First Deputy Commissioner, and Mrs. Marian K. Clarke to be Chief Investigator in the Bureau of Industries and Immigration.

The deaths of Senator Bacon of Georgia and Representative Bremner of New Jersey have left vacancies in the representation from those States in Congress.

Homer D. Call of Syracuse was appointed State Treasurer, February 25, 1914, to succeed John J. Kennedy, deceased.

William A. Mallory, Jr. of Hillsdale was appointed Fiscal Supervisor of State Charities, February 25, 1914, to succeed Samuel J. Tilden, deceased.

Seymour Van Santvoord of Troy was appointed Public Service Commissioner in the Second District, February 25, 1914, to succeed Frank W. Stevens, whose term had expired.

Henry Purcell of Watertown was appointed Justice of the Supreme Court in the Fifth District, February 24. 1914, to succeed Frank H. Hiscock, elected Associate Judge of the Court of Appeals.

John J. Driscoll of New York city was appointed Port Warden of the Port of New York, February 25, 1914, to succeed Marcus Braun, whose term had expired.

CHAPTER 23, LAWS OF 1909.

§25. Legislative Manual. The secretary of state, at the expense of the state, shall annually prepare and publish the legislative manual, and a map of the state, exhibiting the route of all railroads and canals that are completed or in course of construction. The manual shall contain the constitutions of the United States and of the state of New York, diagrams of the senate and assembly chambers, and such other information of the nature heretofore published therein, as he may consider useful, and shall be printed and bound in substantially the same style as heretofore. Within two weeks after the commencement of each regular session of the legislature, and earlier, if practicable, he shall deliver a copy of the manual and map to each member and officer of the legislature, and to each state officer entitled to the session laws, with the name of each officer or member lettered on the copy of the manual sent to him.
