The Assembly concur in the other amendments of the Senate.
Page 3, appropriating $300 additional to Henry A. Gliddon.

Also, pages 3 and 4, the appropriation for Stephen McCollum shall be struck out, and instead there be inserted a new paragraph after the word "dollars" on the 16th line, page 4, as follows:

"For Stephen McCollum, for services in the Assembly chamber, one hundred dollars."

Also, on line 36 of the same page, after the words "sub-committee of the whole," insert "Edmund C. Cullen," and restore the words "and William J. H. Parker." Also, reinstate the words "and for each of said messengers, in addition $50." On line 40, strike out the name of "Wm. J. H. Parker." And on the 43d line, after the name of "Edgar V. Denison," insert "John Applebee, John McDermott."

Both Houses agree that the appropriation for clerks' of committees shall read as follows:

"For the clerks' of the committees of the Legislature, except the clerk of the committee on engrossed bills of the Assembly, for compensation to each of them for every day of the session, four dollars; and for the clerks of the the committees on judiciary, claims, ways and means, and cities, of the Assembly; and the clerks of the committees on finance, judiciary, railroads, claims, and municipal affairs of the Senate to each of them in addition, $100.

"For the journal clerk of the sub-committee of the whole of the Assembly, to be certified by the chairman, $300."

On page 5, line 4, after the word "dollars," insert the words "for Duncan D. Cameron, $30".

Also, in the appropriation to Nathaniel Goodwin, the amendments increasing the compensation of the Sergeant-at-Arms of the Senate, and the Assistant Sergeant-at-Arms, for services in the case of the trial of Judge Smith; the appropriation for the officers of the committee investigating the matter of alleged frauds on the canals; and the appropriation of $100 to Ira Shafer; and in the appropriation for the New York Teacher.

Also, in the appropriations on page 10, for salaries of the commissioners of Quarantine, for building of foundation on west bank, and for the construction of docks for Quarantine purposes.

Also, in the appropriation page 11, line 25, making the amount $100,000; and in that made for balance to F. N. Sill, on page 13.

Also, page 18, line 13, making the appropriation for the commissioners to locate the Hudson River State Hospital for the Insane, $2,000. Also, same page, amending lines 14, 15 and 16, so as to read as follows:

"For the Superintendent of the New York State Institution for the Blind for salary, and for the Trustees of said Institution for payment of their actual expenses when attending meetings of the Board, $3,000." Also, same page, striking out the appropriation for the city of Buffalo. Also, in the other amendments of the Senate, appropriating $30,000 from the amount appropriated to the National Guard, for the State Arsenal at Rochester; appropriating $25,000 for the purchase of a steamboat at Quarantine; $800 for the purchase for the State Library of the autographs of the signers of the Declaration of Independence; $400 for compensation of Thomas McLoughlin; $100 for expenses of Indians visiting Albany on business in connection with Indian affairs; and the re-appro

priation for Cascadilla Place; and the appropriation for Comstock & Cassidy; and $5,000 for the purchase of land additional to the site of the Hudson River Hospital for the Insane.

Also, in the Senate appropriation for the improvement of Delaware river and its upper tributaries, reducing the appropriation to $5,000; Alse, striking out the word "Governor," and inserting "county judges of Delaware and Sullivan counties;" for David C. Sullivan, reducing the amount to $2,500, and adding after the words "for payment" the words "in full;" Also, in the appropriation for Wilcox & Porter, reducing the appropriation to $500; in the appropriation for the enrollment of the National Guard in 1862, inserting before the words "for the enrollment" the following: for Stephen R. Pinckney in full;" Also, in the appropriation for the commissioners appointed to confer with the authorities of New Jersey in relation to Quarantine, reducing the amount to $1,500. Both committees also recommend the insertion of the following item, at the end of the said appropriations, namely:

"From the United States Deposit Fund: For the school commissioners in the several counties of the State for the addition to their salaries made by chapter 84 of the Laws of 1867, $18,000."

The said report is herewith submitted, and the concurrence of both Houses recommended.

The President put the question whether the Senate would agree to the report of the conference committee, and it was decided in the affirmative, a majority of all the members elected to the Senate voting in favor thereof, and three-fifths of said members being present, as follows:

Mr. Folger moved to lay the pending order of business on the table. The President put the question whether the Senate would agree to said motion, and it was decided in the affirmative.

The Assembly returned the bill entitled "An act to authorize the board of supervisors of the county of Westchester to borrow money on the credit of the county," with a message that they had passed the same, with the following amendments:

Section 1, line 23, strike out the words "in three months after the passage of this act," and insert "before the first day of January next." Insert as section 5, the following:

"§ 5. A special meeting of said board of supervisors of Westchester county, is directed to be held at the court house in the town of White Plains, on the second Tuesday of August next, to take action under the provisions of this act."

Change number of following sections to correspond.

The President then put the question whether the Senate would agree to concur in the amendments of the Assembly to said bill, and it was decided in the affirmative, a majority of all the members elected to the Senate voting in favor thereof, and three-fifths of said members being present, as follows:

The Assembly returned the bill entitled "An act to amend an act entitled 'An act to incorporate the Franklin Savings Bank in the city of New York,' passed April 14, 1860," with a message that they had passed the same, with the following amendments:

Section 3, line 3, after the word "in" insert " or loan the same upon." Lines 13 and 14, same section, strike out the words "but not to exceed the sum of $5,000 from any individual or corporation."

Page 3, engrossed bill, line 4, strike out the word "shall" last occurring, and insert "may;" and after word "trustees" in line 11, insert the following: "and such compensation to the officers of said bank as the said board may from time to time deem proper."

Line 25, strike out "to" and insert "in," and strike out "individual" and insert "sum."

Page 4, line 11, after "made" insert "or permitted to remain;" and strike out "upon any stocks" and insert the following: "upon the secu rities of the United States, State of New York, or the city and county of New York, to a greater amount than ninety per cent. of the actual cash market value of said securities at the time of making such loan thereon, nor upon any other stocks."

Insert the following as section five:

"§ 5. Such acts and parts of acts now existing in relation to savings banks or institutions for savings, as are inconsistent with this act, shall not apply to the said corporation."

The Assembly returned the bill entitled "An act in relation to the Third Avenue Savings Bank," with a message that they had passed the same, with the following amendments:

Add at the end of section two, the following: "In all cases of loans upon any other stocks or securities, the same may be made upon a margin of twenty-five per cent. upon the actual cash market value of such other stocks and securities at the time of making such loan thereon, and no loan shall be made or permitted to remain thereon for a larger

amount."

Section 2, last line, after the word "remain" insert "thereon."
Insert as section five, the following:

"§ 5. The board of trustees of said board may require from the officers thereof such security for the faithful performance of their trusts, as the said trustees may from time to time deem sufficient to protect the interests of said corporation, and may pay them such compensation for their services as it may deem proper.".

Livingston street, from Clinton street to Flatbush avenue, in the city of Brooklyn, and Hanson place, from Oxford street to Flatbush avenue, and for the assessment and collection of the cost thereof," which was read the first time, and by unanimous consent was also read the second time. On motion of Mr. Pierson, and by unanimous consent, the rule was suspended, and said bill ordered to a third reading.

"An act to amend an act entitled 'An act to regulate the sale of intoxicating liquors within the Metropolitan District of the State of New York,' passed April 14, 1866," which was read the first time, and by unanimous consent was also read the second time, and referred to the committee on internal affairs of towns and counties.

"An act to provide for cleaning the streets and other public places, and to promote cleanliness in the city of Brooklyn," which was read the first time, and by unanimous consent was also read the second time, and referred to the committee on municipal affairs.

"An act authorizing the assessment of highway labor upon the Westerlo Turnpike road, in the county of Albany, and regulating the tolls thereon," which was read the first time, and by unanimous consent was also read the second time.

On motion of Mr. Collins, and by unanimous consent, the rule was suspended, and said bill referred to the committee on roads and bridges, with power to report complete.

"An act to incorporate the Clinton Warehouse Company," which was read the first time, and by unanimous consent was also read the second time, and referred to the committee on municipal affairs.

"An act to incorporate stage coach companies outside of the city of New York," which was read the first time, and by unanimous consent was also read the second time, and referred to the committee on railroads.

A message from the Assembly was received and read, in the words following:

The committee of conference to which were referred the matters of difference between the two Houses on the amendments to the bill entitled "An act to amend an act to facilitate the construction of the Ithaca and Towanda Railroad, and authorize towns to subscribe to the capital stock thereof," recommend that the Assembly recede from the amendments made by the thereto.
