In pursuance of previous notice, Mr. White asked and obtained leave to introduce a bill entitled "An act amendatory of and in addition to the act entitled 'An act relative to the incorporation of colleges and academies,' passed April 12, 1853," which was read the first time, and by unanimous consent was also read the second time, and referred to the committee on literature.

In pursuance of previous notice, Mr. Williams asked and obtained leave to introduce a bill entitled "An act to amend an act entitled 'An act to consolidate road districts 18 and 19, in the town of Ledyard, in the county of Cayuga, and to provide for the election of a path master in said district,' passed March 14, 1853," which was read the first time, and by unanimous consent was also read the second time, and referred to the committee on roads and bridges.

In pursuance of previous notice, Mr. Sutherland asked and obtained leave to introduce a bill entitled "An act to amend an act entitled 'An act to prevent animals from running at large upon the public highways in the county of Westchester, so far as the same applies to the town of Scarsdale, in said county," which was read the first time, and by unanimous consent was also read the second time, and referred to the committee on roads and bridges.

By unanimous consent, Mr. T. Murphy asked and obtained leave to introduce a bill entitled "An act to incorporate the Merchants' and Manufacturers' Loan and Trust Company," was read the first time, and by unanimous consent was also read the second time, and referred to the committee on the judiciary.

By unanimous consent, Mr. Crowley asked and obtained leave to introduce a bill entitled "An act to release to Ellen Stewart and Jane Rones, the interest of the people of the State of New York in and to certain real estate," which was read the first time, and by unanimous consent was also read the second time, and referred to the committee on the judiciary.

By unanimous consent, Mr. Low asked and obtained leave to introduce a bill entitled "An act to incorporate the New York Homoeopathic Medical College Hospital in the city of New York," which was read the first time, and by unanimous consent was also read the second time, and referred to the committee on public health and medical societies and colleges.

By unanimous consent, Mr. H. C. Murphy asked and obtained leave to introduce a bill entitled "An act to amend an act entitled 'An act for the incorporation of societies or clubs for certain social and recreative purposes,' passed April 11, 1865," which was read the first time, and by unanimous consent was also read the second time, and referred to the committee on the judiciary.

The bill entitled "An act to amend an act entitled 'An act to incorporate the village of Edgewater,' passed March 22, 1866," was read a third time.

The President put the question whether the Senate would agree to the final passage of said bill, and it was decided in the affirmative, a majority of all the members elected to the Senate voting in favor thereof, and three-fifths of said members being present, as follows:

Mr. La Bau moved to take from the table the bill entitled "An act to authorize the construction of a railroad from Hunter's Point to Flushing, Queens county."

The President put the question whether the Senate would agree to said motion to take from the table, and it was decided in the affirmative. Said bill was then read a third time.

The President put the question whether the Senate would agree to the final passage of said bill, and it was decided in the negative, a majority of all the members elected to the Senate not voting in favor thereof, as follows:

Mr. La Bau moved to reconsider the vote just taken, and that that motion be laid upon the table.

The President put the question whether the Senate would agree to said motion to lay on the table, and it was decided in the affirmative.

The bill entitled "An act to provide for draining certain swamp lands situated in the towns of Waterloo, Junius, Seneca Falls and Tyre, in the county of Seneca," was read a third time.

The President put the question whether the Senate would agree to the final passage of said bill, and it was decided in the affirmative, a majority of all the members elected to the Senate voting in favor thereof, and three-fifths of said members being present, as follows:

Ordered, That the Clerk deliver said bill to the Assembly, and request their concurrence therein.

The President having announced the special order, being the bill entitled as follows:

"An act to establish a Metropolitan Board of Public Works, and to declare the powers and duties thereof."

Mr. Low moved that the same be postponed until Tuesday next, after the third reading of bills.

The President put the question whether the Senate would agree to said motion, and it was decided in the affirmative, two-thirds of all the Senators present voting in favor thereof.

Mr. Gibson offered the following resolution:

Resolved, That the Comptroller of the city and county of New York, forthwith after service hereof on him, report to the Senate why the resolution of the Senate passed on the 25th day of January last, requesting certain information from him has not been complied with; and that he is hereby required to comply with said resolution immediately; and that the Sergeant-at-Arms of the Senate cause personal service of this order to be made on said Comptroller forthwith.

The President put the question whether the Senate would agree to said resolution, and it was decided in the affirmative.

The Senate then resolved itself into a committee of the whole, and proceeded to the consideration of the special order, being the bill entitled as follows:

"An act to provide for a convention to revise and amend the Constitution."

After some time spent therein, the President resumed the chair, and Mr. Humphrey, from said committee, reported progress on said bill, and asked and obtained leave to sit again.

Mr. Low moved that said bill be made the special order to-morrow, after the third reading of bills.

The President put the question whether the Senate would agree to said motion, and it was decided in the affirmative, two-thirds of all the Senators present voting in favor thereof.

On motion of Mr. E. Cornell, the Senate adjourned.

Mr. H. C. Murphy presented a petition of the Long Island Historical Society, for a law relative to annual elections, and to enable said society to hold additional real and personal property; which was read and referred to the committee on the judiciary.

Mr. E. Cornell presented a petition of citizens of Colesville, Broome county, for State aid to complete the Albany and Susquehanna Railroad; which was read and referred to the committee on finance.

Mr. Stanford presented a petition of citizens of Schenectady, upon the same subject; which was read and referred to the committee on finance. Mr. Pierson presented a petition of A. A. Brown and other real estate brokers, and firms of the city of New York, for repeal of bill fixing rate of commissions on loans at one per cent. where no special contract is made; which was tead and referred to the committee on the judiciary.

Mr. Folger, from the committee on the judiciary, to which was referred the bill entitled "An act to incorporate the Albany Iron Manufacturing Company," reported in favor of the passage of the same, with amendments, and said bill was committed to the committee of the whole.

Mr. Pierson, from the special committee, to which was recommitted the bill entitled "An act to create a Metropolitan Harbor District and a board of wharves and piers therein," reported in favor of the passage of the same, with amendments, and said bill was committed to the committee of the whole.

Mr. Kline, from the committee on roads and bridges, to which was referred the bill entitled "An act to authorize the Commissioners of the Central road or avenue, in the county of Westchester, to change the route of said avenue," reported in favor of the passage of the same.

Mr. Humphrey moved that said bill be recommitted to the committee on roads and bridges.

The President put the question whether the Senate would agree to said motion, and it was decided in the affirmative.

"An act to legalize the official acts of William Lengfeld, as justice of the peace of the town of Chazy, Clinton county, New York," which was read the first time, and by unanimous consent was also read the second time, and referred to the committee on the judiciary.
