Mr. Andrews, from the committee on municipal affairs, to which was referred the Assembly bill entitled "An act to amend an act entitled 'An act to provide for the erection of a town hall in the town of Jamaica, in the county of Queens,' passed April 9, 1864," with power to report complete, reported the same complete, which report was agreed to and said bill ordered to a third reading.

Mr. Campbell, from the committee on agriculture, to which was referred the bill entitled "An act to exempt the county of Columbia from the provisions of chapter 197 of the Laws of 1864, in relation to a tax on dogs, and to repeal the act entitled 'An act to protect sheep husbandry in the county of Columbia, and to impose a tax on dogs,' passed April 16, 1866," reported in favor of the passage of the same, and said bill was committed to the committee of the whole.

Mr. E. Cornell, from the committee on banks, to which was referred the Assembly bill entitled "An act to amend the charter of the Irving Savings Institution of the city of New York," reported in favor of the passage of the same, with amendments, and said bill was committed to the committee of the whole.

On motion of Mr. Godard and by unanimous consent, the rules were suspended, and the following entitled Assembly bills recommitted to the committee on the judiciary, with power to report complete:

"An act to release to the devisees of James Wallace, an alien, the title to lands in Louisville, St. Lawrenee county."

"An act to release to the heirs-at-law of James Todd, deceased, all the estate, title and interest of the people of the State of New York, of, in and to certain real estate in the town of Rossie and county of St. Lawrence."

The Assembly returned the following entitled bills:

"An act to amend chapter 690 of the Laws of 1866, entitled 'An act to provide for the publication of legal notices in the county of Hamilton,' passed April 19, 1866."

"An act authorizing Union Village and Johnsonville Railroad Company to use forty-six pound iron rail, and to authorize them to charge a rate of fare not exceeding six cents per mile."

"An act to amend chapter 236 of the Laws of 1859, in relation to the redemption of the notes of closing Banks."

"An act for the relief of the Children's Aid Society of the city of New York, and in aid of the Industrial Schools thereof."

"An act in relation to railroads held under lease."

Ordered, That the Clerk deliver said bills to the Governor.

The Assembly returned the following entitled bills, with a message that they had concurred in the passage of the same, without amendment, to wit:

"An act authorizing the repairing and improving of Clinton street from Fulton street to Seccnd place, in the city of Brooklyn, and for the assessment and collection of the cost thereof."

"An act to amend an act entitled 'An act to incorporate the Rochester

Waterworks Company,' passed April 16th, 1852, to increase the capital stock, and authorizing the city of Rochester to aid in the construction of said works, pursuant to section twenty-six of said act."

"An act vesting in the United States of America jurisdiction over certain pieces of land in the village of West Troy, in the county of Albany." Ordered, That the Clerk deliver said bills to the Governor.

The Assembly returned the following entitled bills, with a message that they had concurred in the amendments of the Senate thereto: "An act to release to Elizabeth Isaacs certain real estate escheated to the people of this State."

"An act to legalize the proceedings of a special town meeting held in the town of Little Valley, in Cattaraugus county, in the year 1866." Ordered, That the Clerk return said bills to the Assembly. On motion of Mr. T. Murphy, the Senate adjourned.

M. Lent presented a remonstrance of ship owners and shipping merchants of New York city, against increase of commutation of emigrants from two to three dollars per head; which was read and referred to the committee on commerce and navigation.

Mr. Stanford presented a petition of citizens of the city of Schenectady, for an act to authorize the removal of dead from burying ground to the cemetery; which was read and referred to the committee on the judiciary.

Mr. Folger, from the committee on the judiciary, to which was referred the bill entitled "An act in relation to a tax upon dogs in the city of Rochester, in the county of Monroe," with power to report complete, reported the same complete, which report was agreed to and said bill ordered engrossed for a third reading.

Mr. Folger, from the committee on the judiciary, to which was referred the bill entitled "An act to release the title of the State to certain premises to Samuel Brown," with power to report complete, reported the same complete, which report was agreed to and said bill ordered engrossed for a third reading.

Mr. Stanford moved to disagree with the report of the committee, and that said bill be referred to the committee of the whole.
