Mr. Andrews, from the committee on municipal affairs, to which was referred the Assembly bill entitled "An act to legalize the official oath filed by the trustees of the village of Liverpool, with the new clerk of said village," reported in favor of the passage of the same.

On motion of Mr. Andrews and by unanimous consent, the rule was suspended, and said bill recommitted to the committee to report complete.

Mr. Andrews, from the committee on municipal affairs, to which was referred the Assembly bill entitled "An act to amend the incorporation of the village of Fairport, in the county of Monroe," reported in favor of the passage of the same, with amendments.

On motion of Mr. Parsons and by unanimous consent, the rule was suspended and said bill recommitted to the committee to report com. plete.

Mr. Humphrey, from the committee on roads and bridges, to which was referred the bill entitled "An act to increase the rate of tolls on the road of the Dansville and Wayland Plankroad Company," with power to report complete, reported the same complete, which report was agreed to and said bill ordered engrossed for a third reading.

Mr. Humphrey, from the committee on roads and bridges, to which was referred the Assembly bill entitled "An act to amend an act entitled ‘An act to incorporate the Cayuga and Seneca Road and Bridge Company,' passed April 18, 1843," reported in favor of the passage of the same, and said bill was committed to the committee of the whole.

Mr. Barnett, from the committee on charitable and religious societies, to which was referred the bill entitled "An act to amend an act entitled 'An act for the incorporation of the trustees of the Parochial Fund of the Protestant Episcopal Church in the Diocese of New York,' passed April 15, 1860," with power to report complete, reported the same com plete, which report was agreed to and said bill ordered engrossed for a third reading.

Mr. Folger, from the committee on the judiciary, to which was referred the bill entitled "An act to provide for the better regulation of pawnbrokers, dealers in second-hand articles, keepers of junk-shops and keepers of intelligence offices, within the limits of the Niagara Frontier Police District," reported in favor of the passage of the same.

On motion of Mr. Bennett and by unanimous consent, the rule was suspended, and said bill recommitted to the committee, to report com. plete.

Mr. Folger, from the committee on the judiciary, to which was referred the Assembly bill entitled "An act to authorize the holding of a special town meeting in the town of Columbia, county of Herkimer, and to carry into effect the proceedings thereof," reported in favor of the passage of the same.

On motion of Mr. Wilbor and by unanimous consent, the rule was suspended, and said bill recommitted to the committee to report complete. Mr. Low, from the committee on railroads, to which was referred the Assembly bill entitled "An act to amend section 2, of the act entitled 'An act to authorize certain towns in the counties of Oneida, Herkimer, Madison, Otsego and Chenango, to issue bonds and take stock in the Utica, Chenango and Susquehanna Valley railroad," reported in favor of the passage of the same, and said bill was committed to the committee of the whole.

The Assembly sent for concurrence the bills entitled as follows:

"An act authorizing the formation of a new school district in the town of Salina, in the county of Onondaga, to be called school district number six of said town," which was read the first time, and by unanimous consent was also read the second time, and referred to the committee on literature.

"An act to limit the hours of labor constituting a day's work in this State, to eight hours," which was read the first time, and by unanimous consent was also read the second time, and referred to the committee on manufactures.

"An act to amend an act entitled 'An act to incorporate the New York State Convention of Universalists,' passed April 12, 1862, by enlarging the powers of said convention," which was read the first time, and by unanimous consent was also read the second time, and referred to the committee on charitable and religious societies.

"An act to extend the time for the collection of taxes in the town of Southfield, in the county of Richmond," which was read the first time, and by unanimous consent was also read the second time.

On motion of Mr. La Bau and by unanimous consent, the rule was suspended, and said bill read a third time.

The President put the question whether the Senate would agree to the final passage of said bill, and it was decided in the affirmative, a majority of all the members elected to the Senate voting in favor thereof, and three-fifths of said members being present, as follows:
