The Assembly bill entitled "An act to amend an act entitled 'An act to authorize the laying of sidewalks in the highways, streets and avenues in the town of West Farms, in the county of Westchester,' passed April 28, 1864," was read a third time.

The President put the question whether the Senate would agree to the final passage of said bill, and it was decided in the affirmative, a majority of all the members elected to the Senate voting in favor thereof, and three-fifths of said members being present, as follows:

The bill entitled "An act to authorize the National Travelers' Insurance Company to effect insurance upon the lives of individuals,” was read a third time.

The bill entitled "An act to regulate the duties of the commissioners of estimates and assessments in proceedings to lay out, open, widen and alter streets, avenues and public thoroughfares in the city of New York, and to prevent excessive valuations and diminish expenses in such proceedings," was read a third time.

The President put the question whether the Senate would agree to the final passage of said bill, and it was decided in the affirmative, a majority of all the members elected to the Senate voting in favor thereof, and three-fifths of said members being present, as follows:

A message from the Assembly was received and read, in the words following:

IN ASSEMBLY, March 29, 1867. The Senate bill entitled "An act to amend an act entitled 'An act to amend the act incorporating the village of Albion,'" having been re

turned by the Governor to the Assembly, pursuant to a resolution thereof, and the vote on the final passage of the same having been reconsidered; on motion of Mr. Pitts and by unanimous consent, said bill was amended by adding at the end of section 1: "But nothing in this amendment or act, or herein contained, shall interfere with any suit heretofore commenced or now pending against the said trustees, treasurer, collector or other officer or officers of said village; neither shall said amendment be construed as in any manner affecting or interfering with the vested rights of any of the citizens or residents of said village."

Said bill was then read a third time and passed, a majority of all the members elected to the Assembly voting in favor thereof, three-fifths being present.

A message from the Assembly was received and read, in the words following:

IN ASSEMBLY, March 10, 1867. The Governor having returned the bill entitled "An act to incorporate the Masonic Hall Association of the city of Buffalo, passed May, 1, 1866," pursuant to a resolution of the Assembly, and the vote on the final passage of the same having been reconsidered, the same was by unanimous consent, amended by striking out the word "sixty-six" on line three, engrossed bill, and inserting in lieu thereof the word "sixty-five."

Also, amend the title by striking out the word "sixty-six" and inserting in lieu thereof the word "sixty five," and as amended, read a third time and passed.

Mr. Pierson moved that the bill entitled "An act to regulate the ferry between Rondout and Rhinebeck, on the Hudson river," be recommitted to the committee on commerce and navigation.

The President put the question whether the Senate would agree to said motion, and it was decided in the affirmative.

Mr. Wolcott offered the following resolution:

Resolved, That the committee on canals be instructed to report forthwith, the bill before them granting consent of the State of New York to the General Government to construct a ship canal around the falls of Niagara.

Mr. Crowley moved to lay the resolution upon the table.

The President put the question whether the Senate would agree to said motion to lay on the table, and the vote was as follows:

Mr. Sessions moved to refer the subject of the Niagara Ship Canal to the proposed Constitutional Convention.

Mr. Crowley moved to amend by referring the subject of the Niagara Ship Canal, the building of the thirteen locks, and the whole subject of canals to said covention.

The President put the question whether the Senate would agree to said motion of Mr. Crowley, and it was decided in the negative, as follows:
