Mr. Andrews moved to recommit the same to the committee on commerce and navigation, with instructions to insert the following amendment at the end of section one:

"Provided, however, that if the owner of any vessel shall desire to change such pilot, then the said commissioners may assign any other pilot from the same boat to pilot said vessel to sea."
