Mr. Pierson gave notice that he would, at an early day, ask leave to introduce a bill to incorporate the Father Mathew Total Abstinence Benefit Society No. 1, of Brooklyn."

Also, a bill to amend an act entitled "An act to incorporate the New York Commercial Association," passed April 19, 1862.

Also, a bill for the relief of Roberts & Co.

Mr. Platt gave notice that he would, at an early day, ask leave to introduce a bill for the benefit of the holders of the mortgage bonds of the Plattsburgh and Montreal Railroad.

Mr. Bennett gave notice that he would, at an early day, ask leave to introduce a bill to amend an act entitled "An act to provide for the collection of demands against ships and vessels," passed April 24, 1862; and the act amending the same.

In pursuance of previous notice, Mr. La Bau asked and obtained leave to introduce a bill entitled "An act to authorize the construction of a railroad from Hunter's Point to Flushing, in Queens county," which was read the first time, and by unanimous consent was also read the second time, and referred to the committee on railroads.

In pursuance of previous notice, Mr. Wilbor asked and obtained leave to introduce a bill entitled "An act authorizing the construction of a railroad from the end of the long wharf on the Hudson river, in the town of Fishkill, Dutchess county, to Millerton, in said town," which was read the first time, and by unanimous consent was also read the second time, and referred to the committee on railroads.

In pursuance of previous notice, Mr. Wilbor asked and obtained leave to introduce a bill entitled "An act authorizing the election of a police justice in the village of Fishkill Landing, Dutchess county," which was read the first time, and by unanimous consent was also read the second time, and referred to the committee on the judiciary.

By unanimous consent, Mr. Sessions asked and obtained leave to introduce a bill entitled "An act to release the interest of the State in certain lands acquired through the alienage of John Magennis to Bernard Murphy," which was read the first time, and by unanimous consent was also read the second time, and referred to the committee on the judiciary.

On motion of Mr. Bennett, the Senate adjourned.

The journal of yesterday was read and approved.

Mr. Collins presented a petition of John Tilley, of West Troy, for relief; which was read and referred to the committee on claims.

Mr. White, from the committee on literature, to which was referred the Assembly bill entitled "An act to establish a board of education in and for the village school district of the town of Malone, in the county of Franklin, and for other purposes," reported in favor of the passage of the same, and said bill was committed to the committee of the whole. Mr. White, from the committee on literature, to which was referred the Assembly bill entitled "An act to amend an act entitled 'An act to incorporate Vassar Female College,'" reported in favor of the passage of the same, and said bill was committed to the committee of the whole.

Mr. White, from the committee on literature, to which was referred the Assembly bill entitled "An act to amend an act entitled 'An act to create a board of public instruction in the city of Albany, and to establish free schools therein, and amendatory of the several acts relating to the district schools in said city,' passed April 7, 1866," reported in favor of the passage of the same, and said bill was committed to the committee of the whole.

Mr. Folger, from the committee on the judiciary, to which was referred the petition of James Taylor for relief, reported by bill entitled "An act to legalize and confirm the official acts of James Taylor, of the town of Luzerne, Warren county, as commissioner of highways," which was read the first time, and by unanimous consent was also read the second time, and committed to the committee of the whole.

Mr. Folger, from the committee on the judiciary, to which was referred the petition of citizens of Seneca county, for an act to drain a swamp in Waterloo and in other towns, reported by bill entitled "An act to provide for draining certain swamp lands situated in the towns of Waterloo, Junius, Seneca Falls and Tyre, in the county of Seneca," which was read the first time, and by unanimous consent was also read the second time, and committed to the committee of the whole.

Mr. Barnett, from the committee on charitable and religious societies, to which was referred the bill entitled "An act to amend an act entitled 'An act to incorporate the Trustees of the Troy Annual Conference of the Methodist Episcopal Church,' passed March 30, 1864," reported in favor of the passage of the same, and said bill was committed to the committee of the whole.

Mr. Barnett, from the committee on charitable and religious societies, to which was referred the petition of the First Baptist Church Society of Cazenovia, for an act authorizing the trustees to raise money upon its pews and sittings; reported by bill entitled "An act authorizing the trustees of the First Baptist Society of the village of Cazenovia, Madison county, to raise money upon its pews and sittings," which was read the first time, and by unanimous consent was also read the second time, and committed to the committee of the whole.

The Assembly sent for concurrence the bills entitled as follows:

"An act authorizing the village of Peekskill to borrow money, and to levy taxes for the payment of the same," which was read the first time, and by unanimous consent was also read the second time, and referred to the committee on municipal affairs.

"An act to authorize the trustees of School District No. 16, in the town of Newstead, Erie county, to borrow money," which was read the first time, and by unanimous consent was also read the second time, and referred to the committee on literature.

Mr. Collins gave notice that he would, at an early day, ask leave to introduce a bill to continue the improvement of the navigation of the Hudson river.

Mr. Sessions gave notice that he would, at an early day, ask leave to introduce a bill to amend an act passed April 19, 1862, entitled "An act to incorporate the Tenbroeck Academy, contained in chapter 353 of the Session Laws of 1862."

In pursuance of previous notice, Mr. La Bau asked and obtained leave to introduce a bill entitled "An act to incorporate the Underwriters' Guild," which was read the first time, and by unanimous consent was also read the second time, and referred to the committee on the judiciary.

Mr. Pierson offered the following resolution:

Resolved, (if the Assembly concur,) That the joint rules of the last session of the Legislature, be the joint rules for the present session. Ordered, That said resolution be laid on the table.

The Senate then resolved itself into a committee of the whole, and proceeded to the consideration of general orders, being the bills entitled as follows:

"An act to extend the time for the completion of the Lebanon Springs Railroad."

"An act to amend chapter 819 of the Laws of 1866, entitled 'An act to incorporate the village of New Brighton.'"

"An act to amend an act entitled 'An act to incorporate the German Savings Bank of Brooklyn,' passed April 20, 1866."

After some time spent therein, the President resumed the chair, and Mr. Gibson, from said committee, reported in favor of the passage of the first named bill, without amendment, which report was agreed to and said bill ordered engrossed for a third reading.

Mr. Gibson, from the same committee, reported progress on the two last named bills, and asked and obtained leave to sit again.

By unanimous consent, Mr. White, from the committee on literature, to which was referred the Assembly bill entitled "An act in relation to the Normal School located at Potsdam, pursuant to chapter 466 of Laws of 1866, and to levy a tax upon the town of Potsdam for the purposes

thereof," reported in favor of the passage of the same, without amendment.

Mr. White moved that said bill be referred to the first cominittee of the whole.

The President put the question whether the Senate would agree to said motion, and it was decided in the affirmative, two-thirds of all the Senators present voting in favor thereof.

The Senate again resolved itself into a committee of the whole, and proceeded to the consideration of general orders, being the bills.entitled as follows:

Assembly, "An act in relation to the Normal School located at Potsdam, pursuant to chapter 466 of Laws of 1866, and to levy a tax upon the town of Potsdam for the purposes thereof."

"An act to amend an act entitled 'An act in relation to wills,' passed April 23, 1864."

"An act for the relief of Patrick Horan and Michael Horan, of Exeter, in the county of Otsego, and State of New York,"

After some time spent therein, the President resumed the chair, and Mr. Humphrey, from said committee, reported in favor of the passage of the first named bill, without amendment, which report was agreed to and said bill ordered to a third reading.

Mr. Humphrey, from the same committee, reported in favor of the passage of the second named bill, without amendment, which report was agreed to and said bill ordered engrossed for a third reading.

Mr. Humphrey, from the same cemmittee, reported that they have amended the title to the last named bill so as to read as follows: "An act to release to Patrick Horan and Michael Horan, of Exeter, in the county of Otsego, the interest of the people in certain real estate," and as amended, recommend its passage, which report was agreed to and said bill ordered engrossed for a third reading.

The Senate again resolved itself into a committee of the whole, and proceeded to the consideration of general orders, being the bills entitled as follows:

"An act for the relief of John Brady, of the town of Exeter, in the county of Otsego."

"An act to release the interest of the people of the State of New York in certain real estate, to Andrew Russell, William Russell, John Russell, Mary Craig, Jannette Russell and Jane Russell, and to enable them to hold and dispose of the same."

"An act in relation to the Niagara Frontier Police District."

After some time spent therein, the President resumed the chair, and Mr. Kline, from said committe, reported that they have amended the title to the first named bill so as to read: "An act to release to John Brady, of Exeter, in the county of Otsego, the interest of the people in certain real estate," and as amended, recommend its passage, which report was agreed to and said bill ordered engrossed for a third reading.

Mr. Kline, from the same committee, reported in favor of the passage of the second named bill, without amendment, which report was agreed to and said bill ordered engrossed for a third reading

WEDNESDAY, JANUARY 23, 1867

The Senate met pursuant to adjournment.

Mr. La Bau presented a petition of citizens of Edgewater, for amendment of charter; which was read and referred to the committee on municipal affairs.

Mr. Bennett presented a petition of citizens of Buffalo, for a law for the collection of bills for repairs on canal boats and other craft; which was read and referred to the committee on the judiciary.

Mr. Barnett presented a petition of J. A. & W. J. Dunham, for canal damages; which was read and referred to the committee on claims. Also, a petition of Oney Sales, for canal damages; which was read and referred to the committee on claims.

Mr. Andrews, from the committee on municipal affairs, to which was referred the bill entitled "An act to incorporate the village of Palatine Bridge," reported in favor of the passage of the same, with amendments, and said bill was committed to the committee of the whole.
