Mr. Humphrey, from the committee on roads and bridges, to which was referred the Assembly bill entitled "An act to authorize the commissioners of highways to construct bridges in the town of Ellisburgh, county of Jefferson, and to levy a tax for that purpose," reported in faver of the passage of the same.

On motion of Mr. O'Donnell and by unanimous consent, the rule was suspended, and said bill recommitted to the committee, with power to report complete.

Mr. Humphrey, from the committee on roads and bridges, to which was referred the Assembly bill entitled "An act to amend an act to declare the village of Fort Ann a separate road district," reported in favor of the passage of the same.

On motion of Mr. Gibson and by unanimous consent, the rule was suspended, and said bill recommitted to the committee, with power to report complete.

Mr. E. Cornell, from the committee on banks, to which was referred the Assembly bill entitled "An act enabling National Banking Associa tions to become State Banking Associations, and to amend the banking laws of this State," with power to report complete, reported the same complete, which report was agreed to and said bill ordered to a third reading.

Mr. Godard, from the committee on militia and public defense, to which was referred the Assembly bill entitled "An act to provide for the payment of bounties to certain volunteers in the service of the United States from the city and county of New York," reported in favor of the passage of the same.

On motion of Mr. Lent and by unanimous consent, the rule was suspended, and said bill recommitted to the committee, with power to report complete.

Mr. O'Donnell, from the committee on internal affairs of towns and counties, to which was referred the bill entitled "An act to transfer to and to vest in the sheriff of the county of Jefferson, the care and control of the jail and court house of said county," with power to report complete, reported the same complete, which report was agreed to and said bill ordered engrossed for a third reading.

Mr. Pierson, from the committee on municipal affairs, to which was referred the Assembly bill entitled "An act to further amend an act entitled 'An act to provide for the widening of Fourth avenue, in the city of Brooklyn, and to establish a public drive,' &c., passed April 17th, 1861," reported in favor of the passage of the same, with amendments.

On motion of Mr. Pierson and by unanimous consent, the rule was suspended, and said bill recommitted to the committee with power to report complete.

The Assembly sent for concurrence the bills entitled as follows:

"An act to confirm the acts of the trustees of the Fathers' Minor Conventuals, in purchasing and mortgaging certain lands in the city of Syracuse, and to authorize them to erect buildings thereon," which was read the first time, and by unanimous consent was also read the second time, and referred to the committee on charitable and religious societies.

"An act for the relief of William W. Penfield," which was read the first time, and by unanimous consent was also read the second time, and referred to the committee on claims.

"An act to incorporate the Lower California Company," which was read the first time, and by unanimous consent was also read the second time, and referred to the committee on the judiciary.

"An act to amend an act entitled 'An act to provide for the enrollment of the militia, the organization and discipline of the National guard of the State of New York, and for the public defense,' passed April 23, 1862, designated as the Military Code of the State of New York," which was read the first time, and by unanimous consent was also read the second time, and referred to the committee on the militia and 'public defense.

"An act for the relief of Ira Peck and Robert Robertson and Sons," which was read the first time, and by unanimous consent was also read the second time, and referred to the committee on claims.

"An act authorizing the First Baptist Church of Harpersfield, Delaware county, and the Jefferson and Gilboa Baptist Church of Schoharie county, to consolidate their societies," which was read the first time, and by unanimous consent was also read the second time, and referred to the committee on charitable and religious societies.

"An act to incorporate the Williamsburgh Bridge Company, for the purpose of erecting and maintaining a bridge over and across the East river, between the Eastern district of the city of Brooklyn, late Williamsbugh, and the city of New York," which was read the first time, and by unanimous consent was also read the second time, and referred to the committee on commerce and navigation

"An act to amend chapter 255 of the Laws of 1857, entitled 'An act to provide for straightening and working the highway leading from Losee's Corners to the village of Sing Sing, in the town of Ossining,' passed April 6, 1867," which was read the first time, and by unanimous consent was also read the second time, and referred to the committee on roads and bridges.

"An act to amend chapter 633 of the Laws of 1866, in relation to the benevolent fund of the late volunteer fire department in the city of New York," which was read the first time, and by unanimous consent was also read the second time, and referred to the committee on municipal affairs.

"An act authorizing the clerk of the county of Queens to record and index the notices of pendencies of actions on file in his office," which was read the first time, and by unanimous consent was also read the second time, and referred to the committee on the judiciary.

"An act to correct verbal errors in the act entitled 'An act to incorporate the city of Binghamton,' passed April 9, 1867," which was read the first time, and by unanimous consent was also read the second time. On motion of Mr. E. Cornell, and by unanimous consent, the rules were suspended, and said bill read a third time.

The Assembly returned the bill entitled "An act to incorporate the Ontario County Soldiers' Monument Association to raise money by tax to erect a monument," with a message that they have non-concurred in the amendment of the Senate made thereto.

Mr. Folger moved that the Senate insist on their amendment, and that a committee of conference be appointed.

The President put the question whether the Senate would agree to said motion, and it was decided in the affirmative.

The President appointed as such committee, Messrs. Folger, Crowley and Parsons.

Ordered, That the Clerk return said bill to the Assembly, with a message that the Senate insist on their amendments, and have appointed a committee of conference.

Mr. E. Cornell, from the committee on banks, to which was referred the Assembly bill entitled "An act to incorporate the National Savings Institution of the city of New York," with power to report complete, reported the same complete, with amendments, which report was agreed to and said bill ordered to a third reading.

Mr. E. Cornell, from the committee on banks, to which was referred the Assembly bill entitled "An act to incorporate the Central Park Savings Bank in the city of New York," with power to report complete, reported the same complete, which report was agreed to and said bill ordered to a third reading.

A message from the Assembly was received and read, in the words following:

The committee of conference to which was referred the matters in difference between the two Houses as to the Assembly bill entitled "An

act to regulate and increase the salaries of certain members of the Capital police force, and to provide for the payment thereof," respectfully reported that they recommend that the Assembly concur with the Senate on the several amendments it made to the bill except the following in line 27: "the said board is however, hereby authorized and empowered after the expiration of one year from the time this act shall take effect, or at any time thereafter, and from time to time thereafter, to reduce the salaries of captains, sergeants and patrolmen as said board may deem advisable and just; but in no case shall the annual salaries of captains be reduced to less than one thousand dollars, nor sergeants to less than eight hundred dollars, nor patrolmen to less than seven hundred and thirty dollars, or of a patrolman in the city of Schenectady to less than. five hundred dollars," which is to be stricken out and the following inserted in its place: "The salaries as fixed by this act shall be reduced twenty per cent whenever the banks of this State resume specie pay. ment, or gold shall be sold at par."
