Mr. La Bau, from the committee on engrossed bills, reported as correctly engrossed the bill entitled as follows:

"An act to amend an act entitled 'An act to incorporate the city of Lockport,' passed April 11, 1865, relative to the opening of streets and the arrest of vagrants."

Also, as correctly re-engrossed:

"An act providing for an additional number of notaries public in the city and county of New York, and in the several Assembly districts of this State."

The Assembly returned the following entitled bills:

"An act to incorporate the Merchants' Mutual Petroleum Security Company."

"An act to incorporate the Buffalo City Railway Company."

Ordered, That the Clerk deliver said bills to the Governor.

The Assembly returned the following entitled bills, with a message that they had concurred in the amendments of the Senate thereto:

"An act to incorporate the Binghamton Savings Bank in the village of Binghamton, Broome county, New York."

"An act to amend the charter of the Guardian Life Insurance Company of New York."

Ordered, That the Clerk return said bill to the Assembly.

The Senate met pursuant to adjournment.

The journal of yesterday was read and approved.

Mr. Barnett, from the committee on charitable and religious societies, to which was referred the Assembly bill entitled "An act to increase the compensation authorized by the act entitled 'An act to provide for the care and education of indigent deaf mutes under the age of twelve years,' passed April 25, 1863," reported in favor of the passage of the same, and and said bill was committed to the committee of the whole.

Mr. Barnett, from the committee on charitable and religious societies, to which was referred the Assembly bill entitled "An act to change the name of the Second Baptist Church of Lockport," reported in favor of the passage of the same.

On motion of Mr Crowley and by unanimous consent, the rule was suspended, and said bill recommitted to the committee, with power to report complete.

Mr. Kline, from the committee on roads and bridges, to which was referred the Assembly bill entitled "An act to authorize the laying out and working of a public highway in the village of Canandaigua, Ontario county, and raising money to defray the expenses of working said highway," with power to report complete, reported the same complete, which report was agreed to and said bill ordered to a third reading.

Mr. Gibson, from the committee on claims, to which was referred the petition of Eli A. Bronson for relief; reported in writing, and adversely thereto, which report was agreed to.

Mr. Pierson, from the committee on municipal affairs, to which was referred the Assembly bill entitled "An act further to amend an act entitled 'An act to alter the commissioners' map of the city of Brooklyn, and to provide for widening and improvement of Third street, in said city,' passed April 17, 1860," with power to report complete, reported the same complete, which report was agreed to and said bill ordered to a third reading.

Mr. Pierson, from the committee on municipal affairs, to which was referred the Assembly bill entitled "An act to amend an act passed April 12, 1862, entitled 'An act to authorize the extending of certain streets in the city of Brooklyn to the East river, and to the permanent bulkhead line," with power to report complete, reported the same complete, which report was agreed to and said bill ordered to a third reading.

Mr. Pierson, from the committee on commerce and navigation, to which was referred the Assembly bill entitled "An act to incorporate the New York Joint Stock Company," reported the same to the Senate for its consideration, and said bill was committed to the committee of the whole.

By unanimous consent, Mr. T. Murphy asked and obtained leave to introduce a bill entitled "An act to provide for the protection of life in places of amusement in the city of New York," which was read the first time, and by unanimous consent was, also read the second time, and referred to the committee on municipal affairs.

On motion of Mr. Pierson and by unanimous consent, the rules were suspended and the Assembly bill entitled "An act to enable companies or corporations organized under any general law to extend the term of their existence," was recommitted to the committee on the judiciary, with power to report complete.

Mr. Collins moved that the Assembly bill entitled "An act appropriating moneys to build a new capitol," be made the special order this evening at 1 o'clock, and that a session be held at that time for that and other purposes.

The President put the question whether the Senate would agree to said motion, and it was decided in the affirmative, two-thirds of all the Senators present voting in favor thereof.

The Assembly bill entitled "An act to amend an act entitled 'An act to facilitate the construction of the Buffalo and Oil Creek Cross-cut Railroad, and to authorize towns to subscribe to the capital stock thereof,' passed April 7, 1866, and to confirm bonds issued by authority of the provisions of said act," was read a third time.

The President put the question whether the Senate would agree to the final passage of said bill, and it was decided in the affirmative, a majority of all the members elected to the Senate voting in favor thereof, and three-fifths of said members being present, as follows:
