Hamer-Plans and specifications for new depot of Atlantic Coast Line Railroad Company. Approved by the Commission. Blythewood-Southern Railway instructed to make necessary improvements to cotton platform.

Southern Railway-Commission instructed Southern Railway to operate special train between Columbia and Charleston when No. 28, "Carolina Special," is more than 30 minutes late.

Rocky Bluff-Petition of Atlantic Coast Line Railroad to discontinue flag stop. Granted.

Manning-Petition Manning Telephone Company for increase of rates. Refused, except on lines rendering free service through said company's switchboard; maximum time for free message. shall be three minutes, and on messages consuming more than three minutes, not exceeding five minutes, toll charge of 10 cents allowed, and 5 cents for each minute exceeding five minutes.

Common Carrier-Commission ruled that Carter-Evans Lumber Company log road is not a common carrier and is not required to transport freight for the public.

Pearces-Charleston and Western Carolina Railway instructed to place partition in passenger shelter for separation of the races.

Atlantic Coast Line Railroad was instructed to charge on a basis of 42 miles for tickets between Union Station, Columbia, and Sumter, instead of 43 miles.

Henry-Southern Express Company instructed to establish

agency.

Hampton and Branchville Railroad-Commission allowed Colleton Cypress Lumber Company's tracks to cross Hampton and Branchville Railroad at site located by the Commission.

Alcolu Railroad Company-After a careful investigation and hearing between all parties interested, the Commission allowed Alcolu Railroad Company to discontinue operation of two passenger trains and to operate mixed service in lieu thereof, on account of financial condition of the road and necessary conservation of fuel.

Winnsboro Telephone Company instructed to make physica! connection with Southern Bell Telephone Company at Winnsboro for long distance service.

Freight Rates-Petition of carriers for increase. Refused. Carriers asked for reinstatement of petition by the Commission. After careful consideration, order rescinded and petition reinstated on docket of the Commission for further hearing.

Lancaster-Commission ordered installation of toilets in passenger depot.

Atlantic Coast Line Railroad Company-Discontinuance of train service. After exhaustive hearing and taking into consideration all facts presented, and due to the necessary conservation of railroad equipment and fuel, the Commission allowed discontinuance of the Nos. 66 and 67, between Fayetteville and Bennettsville. Substitution of mixed service in lieu of trains 46 and 47, between Sumter and Florence. Refused.

Petition Board of County Commissioners, Beaufort County, for Atlantic Coast Line train No. 82 to stop at Hardeeville. Refused. Petition Atlantic Coast Line Railroad Company to discontinue certain flag stops between Sumter and Columbia. Granted.

Ellenton, S. C.-H. M. Cassells, proprietor of telephone line, instructed to inaugurate service for the public at Ellenton, S. C. Leeds, S. C.-Express office established.

Batesburg, S. C.-Petition of citizens for removal of cotton platform of Southern Railway Company. Refused.

Hemingway, S. C.-Seaboard Air Line Railway Company instructed to erect platform and improve shipping facilities for tobacco.

Blue Ridge Railway-After exhaustive hearing and taking into consideration all facts presented, and due to the necessary conservation of railroad equipment and fuel, Commission allowed discontinuance of certain passenger train, with the understanding that schedule be so arranged so as to render equally as good service to the public.

Pickens Railroad Company-Petition for inauguration of express and telegraph service. Refused for the present after matter was carefully investigated by the Commission.

Camp Wadsworth, S. C.-After thorough investigation, the Commission located site for depot.

Charleston, S. C.-Electric railway service to Navy Yard. Hearing held at Charleston, and after thorough investigation by the Commission, Charleston Consolidated Railway and Lighting Company ordered to make certain improvements in service between Charleston and Navy Yard.

Camp Wadsworth, S. C.-Commission ordered adequate overhead bridge to be erected over track of P. and N. Railway to facilitate heavy traffic in connection with army camp.

Madison, S. C.-Commission authorized location of depot at New Madison.

Southern Railway Company-Petition for discontinuance of train No. 4, between Spartanburg and Columbia. Granted.

Paris, S. C.-Petition Southern Railway for discontinuance of flag stop. Refused.

Seaboard Air Line Railway Company-Petition for discontinuance of train service. After thorough investigation and hearing between all parties interested, petition dismissed.

Petition of railroads to close freight depots at 4 P. M. for receiving of freight. Dismissed.

Petition of International Brotherhood of Railroad Clerks to close freight depots for receiving of freight at 4 P. M. instead of at 5. P. M. Refused.

Southern Railway Company-Petition to change schedule of train 42 so as to leave Spartanburg at 10:40 A. M. Granted.

Seaboard Air Line Railway Company-Authorized to erect depot at Andrews, S. C.

Carolina, Clinchfield and Ohio Railway Company-Petition to discontinue motor car service between Spartanburg and Bostic. Refused.

York, S. C.-Improved telephone service and increased rates, Commission ratified agreement between Piedmont Telephone and Telegraph Company and town of York, relative to improved service and increase in rates.

Lancaster, S. C.-Improved telephone service and increased rates. After agreement between subscribers and Lancaster Telephone Company, the Commission authorized increase in rates.

Ruby, S. C.-Ruby Telephone Company and connecting rural lines. Commission ordered improved service between Ruby Telephone Company and connecting rural lines, rates to be agreed upon by subscribers and submitted to the Commission for approval.

Andrews, S. C.-Commission ratified agreement between town of Andrews and Home Telephone Company relative to installation to telephone exchange at Andrews and fixing schedule of rates.

Collision at Robins Neck, S. C., May 19th, 1917, between Atlantic Coast Line Railroad trains Nos. 69 and 214. Commission held hearing in regard to cause; after testimony of all witnesses taken, Commission finds no criminal negligence on part of crews.

Collision at Chester Yard, Chester, S. C., November 2nd, 1917, between Carolina and Northwestern train No. 9 and Southern Railway train No. 32. Commission held hearing in regard to cause. Testimony of all witnesses taken. Decision pending.

Demurrage-Petition Southeastern Demurrage Bureau to make operative in South Carolina for intrastate traffic the same rules and regulations as regards interstate traffic. Dismissed.

Petition of Colleton Cypress Company for grade crossing of its railroad over Hampton and Branchville Railroad. After personal investigation on the ground, crossing approved by the Commission.

Alcolu Railroad Company Discontinuing Train Service-After exhaustive hearing on this subject by the Commission, and after careful consideration of all facts presented, Commission allowed Alcolu Railroad Company to discontinue operation of its trains Nos. 1 and 4, owing to loss of revenue and coal shortage.

Atlantic Coast Line Railroad-Allowed to eliminate certain flag stops, between Columbia and Sumter, for train No. 51.

Southern Railway Company Discontinuance of Train Service -After exhaustive hearing, and taking into consideration all

facts presented, and due to the necessary conservation of railroad equipment and fuel, the Commission allowed discontinuance of the following trains: Nos. 28 and 35, between Columbia and Charlotte; Nos. 11 and 40, between Charlotte and Greenville; Nos. 45 and 46, between Easley and Westminster. Refused discontinuance of trains Nos. 15 and 16, between Columbia and Greenville.

Seaboard Air Line Railway Company ordered to construct suitable bridge over Winder Cut, near Whitmire, S. C.

Rock Hill, S. C.-Southern Railway Company ordered to make certain improvements in passenger station.

Landrum, S. C.-Southern Railway Company ordered to commence work on construction of new depot.

Tirzah, S. C.-Southern Railway Company ordered to erect freight depot.

Chester, S. C.-Seaboard Air Line Railroad Company ordered to erect new and adequate passenger depot.

To All Telephone and Telegraph Companies Operating in South Carolina.

The Commission in regular session today adopted the following resolution:

"To promote the public safety and to protect the telephone and telegraph companies from loss by damage suits, etc.,

"Be it Resolved, That all telephone and telegraph companies operating within the State of South Carolina be required to remove from public highways in South Carolina, and from the ditches adjacent thereto, all poles, posts, braces, guy wires, anchors, or other obstructions necessary in the building or maintenance of any telephone or telegraph line in this State, the
