Calling the attention of the legislature to his attitude and recom-
mendations upon the question of water power development.. 405

Explaining the disposition made of moneys from the fifty

million dollar bond issue for hospitals and charitable institu-

tions and the first ten million of the one hundred million

dollar bond issue for public improvements.....

Explaining his reasons for recommending a revision of the

Public Lands Law to provide, among other things, that

receipts from the sale of idle and unused lands go into State

park fund

Recommending extension of Emergency Rent laws...........

Regarding the investigation of municipal accounts by the

State

Relative to State parks, the details of the progress made on the

unified park and parkway program with park bond issue

and other funds; also, a statement of the immediate require-

ments of the State's recreational program....

Relative to grade crossings, directing attention to serious defects

in the present law and recommending changes in existing

statutes to the end that definite responsibility be fixed on the

several State agencies charged with carrying out the needed

grade eliminations; also recommending the enacting at this

session of the "Mastick resolution," already once approved,

which is designed to relieve local municipalities of the neces-

sity of meeting their share of the cost by allowing the placing

of the local burden upon the county in which the elimination

is situated...
