Passed May 3, 1869. The People of the State of New York, represented in Senate and Assembly, do enact as follows: SECTION 1. The male members of the churches and churches, congregations in the city of New York known as the German and French Bethlehem Baptist Church of the city of New York, and the German Pilgrim Baptist Church of the same city, of full age, and who have contributed for the support of the gospel in either of said churches during the present year according to the custom of said churches, and who have statedly attended divine worship in either of said churches during said year, may meet together at such time and place as shall be designated by a meeting of a majority of the board of trustees of each of said churches for that purpose, to elect not less than three nor more than nine trustees for a new church organization to be known as the Second German Baptist Church of the city of New York, notice of the time and place of said election shall be given at least fifteen days before the day of election, and said notice shall be given two consecutive Sabbaths previous thereto in the usual places of public worship of the said two churches. First village election. ing bounds, namely: Beginning at a point, in the east line of great lot number fifty-seven of township number seven of the old military tract, in said county of Franklin, forty chains north from the southeast corner of said lot number fifty-seven, and running from thence east parallel to the south line of lot number fifty-eight, in the township aforesaid, forty chains; thence south parallel to the east line of lots numbers fifty-seven and forty-four, in said township, eighty chains; thence west parallel to the north lines of lots numbers forty-three and forty-four in said township, eighty chains; thence north parallel to the east lines of said lots numbers forty-four and fifty-seven, eighty chains; and thence east parallel to the south line of said lot number fiftyseven, forty chains to the place of beginning, containing six hundred and forty acres of land, shall hereafter be known and distinguished by the name of the village of Chateaugay, and the inhabitants residing in said village are hereby constituted a body corporate by the name of "The trustees of the village of Chateaugay." § 2. The franchises of the corporation hereby created shall be exercised by the following officers: a president, four trustees, three assessors, a chief engineer of the fire department, a collector, a treasurer, a clerk, a street commissioner, a police constable, a pound-keeper and police justice. The president, trustees, assessors and police justice shall be elected by ballot at elections to be held as hereinafter provided, and all the other officers of the corporation shall be appointed by the trustees, and hold office during the pleasure of said trustees. § 3. The first meeting for the election of officers and other purposes shall be held at the Union House, in said village, on the Tuesday succeeding the first Monday in May, eighteen hundred and sixty-nine, commencing at the hour of nine o'clock A. M., and continuing until two Inspectors o'clock, P. M., at which election John Hughes, Henry W. Derby and Thomas S. The following items, and no others, shall be included in the ordinary expenses of the village: 1. The compensation of those officers of the village to whom compensation is allowed by law. 2. For publishing the charter and by-laws of the village, and all other notices or papers required by this act to be published. 3. For defraying the expenses of necessary surveys and maps of the village and of the streets. 4. For procuring the necessary blank books and forms, room rent, paper and book-cases for the use of the clerk and other officers, and for the rent of a room and furniture, fuel and lights for the meetings of the trustees, and of the annual and special meetings of the inhabitants. etc. Legal powers. Sidewalks. 5. For prosecuting and defending actions in which the village is a party, or bound to indemnify a party, and for other services requiring legal skill. 6. For necessary advances for making sidewalks, or Nuisances. for abating nuisances, after such proceedings have been had as to make such expenses a lien upon real property, upon failure of the owners to comply with the directions of the trustees in respect thereto.
