The said bonds shall bear interest at a rate not to exceed seven per cent per annum; shall be in sums not less than one hundred dollars each, and shall not run over fifteen years. The commissioners, for the opening and making said avenue, shall receive said bonds and convert them into money at not less than their par value, and shall expend the proceeds thereof in making, grading, working and improving said avenue, and the expenses authorized by this act. The said board of commissioners shall make a full exhibit in detail of all bonds and moneys received therefrom, and of all moneys expended therefrom by terest and when pay. able.
