H.R. 6836-MOTOR CARRIER REGULATIONS

The CHAIRMAN. The committee will come to order.

The Chair desires to make a short statement.

From some sources have come expressions of surprise that I should have announced hearings to begin on this day on bills to regulate busses, and trucks operating in interstate commerce. In a radio address in the fall of 1932 and also another in the fall of 1933, I announced that legislation for the regulation of these carriers would be considered at the earliest date consistent with the other duties of the committee. These addresses were both rather widely commented upon and no one can say that they were taken by surprise. Some contend that because some bureau or sub-bureau of the National Recovery Administration is considering a code on busses and trucks Congress should not at this time consider this subject. It is not to interfere with any other department of the Government but to assert the right and functions of Congress at all times that we are considering these bills. And may I say further that it is my definite opinion that laws for the regulation of the instrumentalities of interstate commerce are in the first instance and purely a congressional function.

The committee has before it several suggestions for the regulation of busses and trucks.

On March 18, 1933, I introduced a bill on the general subject. On March 23, 1933, Mr. Huddleston, a member of this committee, introduced a bill on the subject, H.R. 4101.

On January 12, 1934, another bill was introduced by me on the same subject.

These hearings are not announced for the purpose of giving any indication that the committee or the chairman is tied to any one of these bills. It is to get information from those we think can give us some information on the general subject and it appears that a good many of you have responded to that invitation.
