steps to support the arm of the government, voting means and men freely, and encouraging the enlistment of soldiers.

The legislation of the two sessions did not touch largely on general subjects, outside of military matters. The act regulating incorporations was amended and strengthened; the sale of intoxicating liquors was prohibited in the vicinity of camp meeting grounds and military encampments.

A joint resolution declaring against the principle of the secession of states from the Union was adopted and forwarded to the President; to request Congress to call a convention of the several states of the Union, pursuant to the fifth article of the Federal Constitution, and to appoint peace commissioners.

The Senate met at the hour fixed by law and organized, electing Dudley W. Rhodes, Clerk, by a vote of 26 to 7 for Amos Layman.

B. J. Loomis and M. L. Morrow were elected Assistant Clerks.

James W. Sands was chosen Sergeant-at-Arms with James B. Clegg and James Howard as Assistants.

The returns of the election were opened in the presence of the two Houses in joint assembly on the ninth of January, 1862, and declared to be as follows:

The successful prosecution of the war was the predominant factor during both the sessions of the General Assembly and gave rise to much acrimonious debate and often bitter feelings, but every demand of the government was promptly met, and provisions were made to pay bounties for enlistment, and provide for the dependent families of soldiers, who volunteered or were drafted into the military service. Party feeling at times were high, but the determination to maintain the integrity of the Union was sustained on all hands.

Resignations in the Fifty-fifth, Samson Mason, of the Eleventh District, succeeded by S. S. Henkle, and James Monroe, of the Twenty-seventh, succeeded by Samuel Humphreyville.

When the House assembled it proceeded to organize as follows:

For Clerk, Edward Kinsman received sixty votes; James W. Walton, twenty-two

votes.

H. P. Stevens and A. P. Miller were elected First and Second Assistant Clerks. Robert Hedger was elected Sergeant-at-Arms, and L. W. Chamberlain and Peter Chance, First and Second Assistants.

Edwin A. Parrott was chosen Speaker pro tem.

The following members resigned: Wilson S. Kennon, of Belmont, succeeded by Robert E. Chambers, and James W. Reilly, of Columbiana, succeeded by James Boone.

One member deceased: J. C. Jeffries, of Fairfield, succeeded by Edson B. Olds. Numerous acts were passed relating to the duties of auditors and other county and local officers for the control and disbursements of money for the relief of families of persons in the military service, and as to the receipt and custody of moneys sent home by soldiers in the field; to provide for bounties for enlistments; expenditures for military purposes, and other matters pertaining to the military service. There were no laws of general importance enacted, but many existing statutes were amended in more or less important particulars.

The Senate was organized on the first day of the session as follows:

W. E. Davis was elected Clerk, receiving 24 votes to 5 for James Walton.

A. P. Miller was selected First, Sidney D. Maxwell, Second, and S. B. Walker, Third Assistant Clerks.

James Stover was elected Sergeant-at-Arms, with A. O. Sheppard and James

Howard Assistants.

There was one contest; Isaac Gass successfully contesting the seat of Thomas J. Kinney, of the Twenty-ninth District.

There was one death, that of David J. Mauzy, who was succeeded by Jonathan Cranor, of the Twelfth District.

Resignation in the Fifty-sixth, Thomas H. Weasner, of the First, succeeded by Joshua H. Bates, and Luther Day, of the Twenty-sixth, succeeded by Alphonso Hart. On the seventh of January, 1864, the two Houses met in joint assembly to canvass the vote cast at the preceding election, and declared the result as follows:
