Be it enacted by the Governor and Legislative Assembly of the Territory of Kansas : SECTION 1. That the name of the county of Richardson is hereby changed to and the said county shall hereafter be known by the name of Wabaunsee. Sec. 2. That the county of Wabaunsee is hereby detached from the county of Shawnee, and an election authorized in said county of Wabaunsec for county officers, to be held on the fourth Monday of March, A. D. 1859, who shall be commissioned by the governor and hold their oflices until the next general election for county officers, and until their successors are elected and qualified. SEC. 3. The county seat of said Wabaunsee county is hereby gether with the towns of Alma, Mission Creck and Wilmington Sec. 4. BABCOCK, President of the Council. Governor. CHAPTER LXI. AN ACT to provide for funding the Indebtedness of the Territory. Be it enacted by the Governor and Legislative Assembly of the Territory of Kansas : SECTION 1. That, for the purpose of funding so much of the Treasser to proindebtedness of the Territory as is hereinafter specified, the treasurer of the Territory shall, as soon as practicable, cause to be prepared suitable bonds, not to exceed in amount the sum of pare bonds. 7 Coupons attached. Reoord to be No bond for leg dollars. one hundred thousand lollars, bearing interest at tlic rate of ten per cent. per annum, froin the day of their issue, payable at the city of New York, on the first day of January, eighteen hundred Interest and sig- and sixty-five. The interest on said bonds sliall be due and pay. able at the same place, on the first day of January in each year. Said bonds shall be signed by the governor and countersigned by the comptroller, and endorsed by the treasurer, and have the seal of the Territory aflixed thereto. SEJ. 2. Coupons for the interest shall be attached to each bond, so that the coupon can be removed without injury or mutilating the bond. Said coupons shall be consecutively numbered and signed by the treasurer of the Territory. Sec. 3. It shall be the duty of the treasurer and comptroller each, to keep a separate record of all such bonds as may be issued under this act, showing the amount, number and date of each bond, and to whom issued. SEC. 4. No bond shall be issued under this act for a less sum than one lundred than one hundred dollars, nor for the fractional parts of a hun dred dollars, but the treasurer may issue certificates of such fractional parts of a hundred dollars not bonded, and said certificates shall be transferable and entitled to be funded as heretofore provided. Sec. 5. The sum of five hundred dollars is hereby approprilars for printing ated out of any money in the treasury, not otherwise appropri ated, to defray the expenses incurred by the treasury in having said bonds prepared. Sec. 6. From and after the passage of this act, all persons having any indebtedness of this Territory in the form of warrants upon the treasury, for indebtedness which has accrued subsequent to the first day of November, 1857, or which may accrue prior to the first day of January, 1860, shall, upon presentation of the same to the treasurer of the Territory, receive therefor a bond or bonds of the Territory of Kansas, as provided for in the first section of this act: Provided, That nothing herein contained shall be construed to authorize the treasurer to issue bonds for in the treasury: the redemption of warrants, when money be in his hands suffi cient to pay the same. The treasurer and comptroller shall each keep a record of the same, giving the number of the warrant, the amount and date of the same, and the number of the bond issued thereon. SEC. 8. For the payment of the interest on the bonds issued Taxes to be levica under this act, there shall be levied and collected, annually, on the taxable property of the Territory, in addition to the Territorial tax for general purposes, a sum of money sufficient for that purpose, and the sum thus derived shall be set apart for the payment of the interest accruing on the bonds herein provided for; and the faith of the Territory of Kansas is hereby pledged for the payment of the bonds issued under this act, and of the interest thereon. SEC. 9. Sec. 11. The treasurer of the Territory shall transmit to the Treasures to make governor an abstract of all his proceedings under this act, with his annual report, to be by the governor laid before the Legislature, and all books and papers, pertaining to the matter provided for in this act, shall, at all times, be open for inspection by any party interested therein, or by any committee of cither branch of the Legislature, ur a joint committee of both. Sec. 12.
