FOREWORD BY THE SECRETARY. The delay in sending out this Report has been due to the fact that the Association did not have on hand sufficient funds with which to have the work done. On account of the increased cost of printing, and the lack of funds, many things are omitted in this Report, which have heretofore appeared in previous issues of the Report. We did not feel justified in contracting any indebtedness which we were unable to pay. All of this has been done with the approval of the Executive Committee. It is to be hoped that the financial affairs of the Association will soon be in such shape that future Reports can be printed with all the useful information contained in them that has heretofore appeared in previous Reports.
