The ad valorem rates provided in this paragraph shall be based upon the American selling price (as defined in subdivision (g) of section 402, Title IV), of any similar competitive article manufactured or produced in the United States. If there is no similar competitive article manufactured or produced in the United States then the ad valorem rate shall be based upon the United States value, as defined in subdivision (e) of section 402, Title IV. For the purposes of this para- graph any coal-tar product pro- vided for in this Act shall be con- sidered similar to or competitive with any imported coal-tar pro- duct which accomplishes results substantially equal to those ac- complished by the domestic product when used in substan- tially the same manner. Coal-tar products-Continued. In the enforcement of the fore- going provisions of this para- graph the Secretary of the Treasury shall adopt a stand- ard of strength for each dye or or other article which shall con- form as nearly as practicable to the commercial strength in or- dinary use in the United States prior to July 1, 1914. If a dyc or other article has been intro- duced into commercial use since said date then the standard of strength for such dye or other article shall conform as nearly as practicable to the commer- cial strength in ordinary use. If a dye or other article was or is ordinarily used in more than one commercial strength, then the lowest commercial strength shall be adopted as the stand- ard of strength for such dye or other article. [Provision to the same effect in paragraph 28, act of 1922.]
Any article or product which is within the terms of paragraph 1, 5, 37, 39, 60, 66, 82, or 1687, as well as within the terms of paragraph 27, 28, or 1651, shall be assessed for duty or exempt- ed from duty as the case may be under paragraph 27, 28, or 1651. [Provision to same effect in paragraph 28, act of 1922.]
(2) Made into finished or partly 80 per cent.. finished articles of which any of the foregoing is the compo- nent material of chief value, and not specially provided for. 31 (b) All compounds of cellulose (ex- cept cellulose acetate, but in- cluding pyroxylin and other cel- lulose esters and ethers), and all compounds,' combinations, or mixtures of which any such compound is the component material of chief value: (1) In blocks, sheets, rods, tubes, powder, flakes, briquets, or other forms, whether or not colloided, not made into fin- ished or partly finished articles.
