Willard moved to amend the bill entitled "An act authorizing the certificates of notaries public of other states and countries to be received in evidence with the same effect as the certificates of notaries public of this State," by adding thereto the following: "nor shall it be received as evidence of presentation, demand or protest, if the defendant shall annex to his answer an affidavit that he has reason to believe and does believe that the facts stated in such certificate, as to presentation, demand and protest, or either, and specifying which, are untrue.” The President put the question whether the Senate would agree to said motion, and it was decided in the affirmative.
