Washington, D. C., August 9, 1951.

Sir: Since the establishment of the Employees' Compensation Appeals Board in 1946, the various members who have served on this Board have all appreciated the need for collecting the Board's decisions in a permanent form. Decisions of the Board are authoritative interpretations of the Federal Employees' Compensation Act, and define the rights of nearly two and one-half million employees who come within the scope of the Act.

If the Board's decisions are to be of real value to this great number of Federal Employees, they must be made available as guidance to claimants, their organizations, their advisers, and to the officials of Federal establishments who have the responsibility of handling compensation matters. As a first step in the realization of this objective, decisions issued during the period July 16, 1946, to June 30, 1948, have been printed as Volume I, Decisions of the Employees' Compensation Appeals Board.

During the period covered by this volume, the Board consisted of Henry C. Iler, Chairman, Albert H. Ladner, Jr., and Hattie W. Caraway, members. Mr. Ladner resigned on February 15, 1948, but a successor was not appointed until after June 30, 1948. Respectfully submitted,
