Mr. Davenport introduced a bill (Int. No. 1577) entitled “An act to amend the Tax Law, in relation to deductions allowed from gross personal income," which was read the first time, and by unanimous consent was also read the second time.

On motion of Mr. Davenport, and by unanimous consent, the rules were suspended, and said bill ordered to a third reading and referred to the committee on taxation and retrenchment, retaining its place on order of third reading.

Mr. Sage introduced a bill (Int. No. 1578) entitled "An act to amend the State Finance Law, in relation to State contracts," which was read the first time, and by unanimous consent was also read the second time.

On motion of Mr. Sage, and by unanimous consent, the rules were suspended, and said bill ordered to a third reading.

Mr. Miller introduced a bill (Int. No. 1579) entitled "An act to provide for the payment to Jessie Holladay Philbin of the balance of compensation payable to Eugene A. Philbin, late justice of the Supreme Court in the first judicial department, for the calendar year nineteen hundred and twenty, by the city and county of New York," which was read the first time, and by unanimous consent was also read the second time, and referred to the committee on finance.

Mr. Sage introduced a bill (Int. No. 1580) entitled "Concurrent resolution of the Senate and Assembly proposing amendments to article five of the Constitution, in relation to State officers and departments," which was read the first time, and by unanimous consent was also read the second time.

On motion of Mr. Sage, and by unanimous consent, the rules were suspended, and said bill ordered to a third reading and referred to the committee on the judiciary, retaining its place on order of third reading.

Also, a bill (Int. No. 1581) entitled "An act making appropriation for certain items of supplies, repairs and personal services in the offices of the Superintendent of Public Buildings and Trustees of Public Buildings," which was read the first time, and by unanimous consent was also read the second time.

On motion of Mr. Sage, and by unanimous consent, the rules were suspended, and said bill ordered to a third reading and referred to the committee on finance, retaining its place on order of third reading.

Mr. Sage moved that the committee on finance be discharged from further consideration of said bill, and that the same be restored to its place in the order of third reading.

The President put the question whether the Senate would agree to said motion, and it was decided in the affirmative.

Mr. Lusk introduced a bill (Int. No. 1582) entitled "An act to amend the Prison Law, in relation to money and clothing furnished to prisoner on discharge," which was read the first time, and by unanimous consent was also read the second time.

On motion of Mr. Lusk, and by unanimous consent, the rules were suspended, and said bill ordered to a third reading and referred to the committee on finance, retaining its place on order of third reading.

Also, a bill (Int. No. 1583) entitled "An act making an appropriation for the equipment, purchase and stocking of a game farm in Broome county," which was read the first time, and by unanimous consent was also read the second time.

On motion of Mr. Lusk, and by unanimous consent, the rules were suspended, and said bill ordered to a third reading and referred to the committee on finance, retaining its place on order of third reading.

Mr. Cotillo introduced a bill (Int. No. 1584) entitled "An act to amend the Judiciary Law, in relation to the salary of the confidential clerk of appellate term appointed by justices of Appellate Division in first department," which was read the first time, and by unanimous consent was also read the second time.

On motion of Mr. Cotillo, and by unanimous consent, the rules were suspended, and said bill ordered to a third reading and referred to the committee on the judiciary, retaining its place on order of third reading.

Also, a bill (Int. No. 1585) entitled "An act to amend the Education Law, in relation to the Supreme Court library at New York," which was read the first time, and by unanimous consent was also read the second time.

Also, a bill (Int. No. 1586) entitled "An act to amend the Judiciary Law, in relation to the classification of certain confidential attendants to the justices of the Supreme Court,” which was read the first time, and by unanimous consent was also read the second time.

Mr. Downing introduced a bill (Int. No. 1587) entitled "An act to amend the Workmen's Compensation Law, in relation to the deposit of awards to be paid in the future and the maintenance of reserves to assure the payment of claims," which was read the first time, and by unanimous consent was also read the second time, and referred to the committee on labor and industry.

Mr. Hewitt introduced a bill (Int. No. 1588) entitled "An act to amend the Highway Law, in relation to county aid for construction, improvement and maintenance of town highways,” which was read the first time, and by unanimous consent was also read the second time, and referred to the committee on internal affairs of towns, counties and public highways.

Also, a bill (Int. No. 1589) entitled "An act to amend the Highway Law, in relation to renewals of operators and chauffeurs' licenses," which was read the first time, and by unanimous consent was also read the second time, and referred to the committee on internal affairs of towns, counties and public highways.

Mr. Schackno introduced a bill (Int. No. 1590) entitled "An act authorizing the commissioners of the sinking fund of the city of New York to cancel and annul all taxes, water rents and assessments which are now a lien upon the property of New York College of Dentistry, educational corporation, in the borough of Manhattan, city of New York," which was read the first time, and by unanimous consent was also read the second time, and referred to the committee on affairs of cities.

Mr. Walters introduced a bill (Int. No. 1591) entitled "An act to amend the Public Lands Law, in relation to the sale of lands or structures acquired by cities or incorporated villages," which was read the first time, and by unanimous consent was also read the second time.

On motion of Mr. Walters, and by unanimous consent, the rules were suspended, and said bill ordered to a third reading.

The Assembly sent for concurrence the bill (No. 1436, Rec. No. 310) entitled "An act to amend the Education Law, in relation to the payment of State tuition for the instruction of nonresident academic pupils attending from military reservations under the control of the United States," which was read the first time, and by unanimous consent was also read the second time, and referred to the committee on public education.

Also, a bill (No. 1936, Rec. No. 311) entitled "An act to amend the Town Law, in relation to appropriations for Memorial day," which was read the first time, and by unanimous consent was also read the second time, and referred to the committee on internal affairs of towns, counties and public highways.

Also, a bill (No. 656, Rec. No. 312) entitled "An act to repeal article fifteen of the Tax Law, relating to tax on investments," which was read the first time, and by unanimous consent was also read the second time.

Also, a bill (No. 1905, Rec. No. 314) entitled "An act in relation to the commitment of women and girls of the age of sixteen years and over in the counties of Kings, Queens, Nassau and Suffolk," which was read the first time, and by unanimous consent was also read the second time.

On motion of Mr. G. L. Thompson, and by unanimous consent, said bill was substituted for Senate bill (No. 1743, Int. No. 533), now on the order of third reading.

Also, a bill (No. 1851, Rec. No. 315) entitled "An act to detach a portion of the village of Lawrence and continue it as a part of the town of Hempstead, in the county of Nassau, and to provide for the lien of village taxes thereon," which was read the first time, and by unanimous consent was also read the second time.

On motion of Mr. G. L. Thompson, and by unanimous consent, said bill was substituted for Senate bill (No. 1589, Int. No. 1327), now on the order of third reading.

Also, a bill (No. 1875, Rec. No. 316) entitled "An act to amend the Highway Law, in relation to registration of motor trucks," which was read the first time, and by unanimous consent was also read the second time, and referred to the committee on internal affairs of towns, counties and public highways.

Also, a bill (No. 1439, Rec. No. 317) entitled "An act to amend the Insurance Law, in relation to publication of notice of intention to extend the corporate existence of fire insurance corporations, and in relation to their examination at such time," which was read the first time, and by unanimous consent was also read the second time, and referred to the committee on insurance.

Mr. Brown, from the committee on agriculture, to which was referred the Senate bill introduced by Mr. Lusk (No. 1675, Int. No. 1431) entitled "An act to amend the Agricultural Law, in relation to the use in public institutions of condensed milk containing oil as a substitute for butter fat," reported in favor of the passage of the same, which report was agreed to.

On motion of Mr. Brown, and by unanimous consent, the rules were suspended, and said bill ordered to a third reading.

Mr. Whitley moved that the committee on codes be discharged from the consideration of Senate bill No. 1799, Int. No. 1342) entitled "An act to amend the Debtor and Creditor Law, generally," and that the said bill be amended, reprinted and recommitted to the committee on codes.

The President put the question whether the Senate would agree to said motion, and it was decided in the affirmative.

Mr. Whitley moved that the committee on codes be discharged from the consideration of Senate bill (No. 1802, Int. No. 1345)
