Whereas, It is the duty of government, and in no sense a charity, to make available every possible agency to meet every case and treat every returning soldier and sailor and the families and dependents of those injured or unable to return in such manner as shall restore their physical, mental, social and commercial status, and maintain it equal to the opportunity of every other American citizen; and

Whereas, Such restoration calls for diversity of remedies to fit individual cases and no one inflexible law or distribution of honors or gratuities seems potent to effect the result which the government is bound by every honorable consideration to enforce; . and

Whereas, In the absence of action by the Federal government the State owes to its citizens the duty of acting itself; now, fore, be it

Resolved, That the finance committees of the Legislature are hereby requested to immediately take or recommend such action. as shall create a commission composed preferably of returned non-commissioned or private soldiers, sailors or marines with power and provision to make available a list of all such soldiers, sailors and marines, get into communication with them, ascertain their needs, requirements and rights, and commit the State to the enactment of such statutes and appropriations and creation of such official agencies as shall provide whatever may be sufficient to restore every soldier, sailor and marine and the families. and dependents of those who have been injured or lost, to the respective positions physically, mentally, socially commercially or otherwise as they would now have enjoyed had they remained in peaceable pursuits.

And that the Secretary of State be required to furnish, without expense and from the files in his office or from the office of any other State official, a complete list of all soldiers, sailors and marines now resident of this State, for the use of such commission.

Further Resolved, That the finance committees prepare and submit to the Legislature without unnecessary delay such resolutions, bills and appropriations as shall be necessary to carry into effect the provisions of this resolution, in such manner as shall properly meet the duty of the State and the government in the premises.

Upon request of Mr. G. F. Thompson, and by unanimous consent, said resolution was laid upon the table until Monday, February 16th.

The Assembly returned the concurrent resolution by Mr. Hewitt relative to extension of time of committee to investigate the State highway system, with a message that they have concurred in the passage of the same.

The Assembly also returned the concurrent resolution by Mr. Walters extending the time of the special joint taxation investigating committee, with a message that they have concurred in the passage of the same.

Mr. Walton moved that the Senate do now adjourn.

The President put the question whether the Senate would agree to said motion, and it was decided in the affirmative. Whereupon, the Senate adjourned.

Mr. Dodge introduced a bill (Int. No. 430) entitled “An act making an appropriation for equipping the Fifteenth Infantry Regiment, New York Guard, with needed clothing," which was read the first time, and by unanimous consent was also read the second time, and referred to the committee on finance.

Mr. Ferris introduced a bill (Int. No. 431) entitled "An act to amend the Education Law, relative to school directors, their terms, election and appointment," which was read the first time, and by unanimous consent was also read the second time, and referred to the committee on public education.

Mr. Law introduced a bill (Int. No. 432) entitled "An act to amend chapter one hundred and five of the Laws of nineteen hundred and sixteen, entitled ‘An act to provide for the assessment of property and the collection of taxes and assessments in the several towns of Westchester county, and in the special tax and school districts in such towns, also providing for the sale and

transfer of tax liens for such unpaid taxes and assessments, and for the foreclosure of such transfers of tax liens,' in relation to sales of tax liens for taxes and assessments and proceedings in connection therewith," which was read the first time, and by unanimous consent was also read the second time, and referred to the committee on taxation and retrenchment.

Mr. Towner introduced a bill (Int. No. 433) entitled "An act to amend the Conservation Law, in relation to the taking of sora and other rails in the town of Red Hook, Dutchess county," which was read the first time, and by unanimous consent was also read the second time, and referred to the committee on conservation. Also, a bill (Int. No. 434) entitled "An act making appropriations for the New York State Veterinary College for the eastern portion of the State, at New York University, New York city," which was read the first time, and by unanimous consent was also read the second time, and referred to the committee on finance.

Also, a bill (Int. No. 435) entitled "An act to provide service badges and ribbons for officers and enlisted men of the military forces of this State who were on active duty under orders of the Governor guarding public property, public utilities or other establishments necessary for the conduct of the World War, between February second, nineteen hundred and seventeen, and February second, nineteen hundred and nineteen, and making an appropriation therefor," which was read the first time, and by unanimous consent was also read the second time, and referred to the committee on finance.

Mr. Walton introduced a bill (Int. No. 436) entitled "An act to amend the Town Law, in relation to regulation of the sale and use of fireworks," which was read the first time, and by unanimous consent was also read the second time, and referred to the com'mittee on internal affairs of towns, counties and public highways.

Mr. McGarry introduced a bill (Int. No. 437) entitled "An act to amend the Highway Law, in relation to license and disposition of fees of operators of motor vehicles in cities of over one million inhabitants," which was read the first time, and by unanimous consent was also read the second time, and referred to the committee on internal affairs of towns, counties and public highways,

Mr. Marshall introduced a bill (Int. No. 438) entitled “An act to amend the Banking Law, in relation to restrictions of officers, directors and employees of banks and trust companies,' which was read the first time, and by unanimous consent was also read the second time, and referred to the committee on banks.

Mr. Kasson introduced a bill (Int. No. 439) entitled "An act to amend chapter three hundred and fifteen of the Laws of eighteen hundred and ninety-five, entitled 'An act to amend and consolidate the several acts relating to the village of Ilion,' in relation to conferring on the board of trustees of said village the power to raise money by taxation for the maintenance of the Ilion hospital," which was read the first time, and by unanimous consent was also read the second time,

On motion of Mr. Walters, and by unanimous consent, the rules were suspended, and said bill ordered to a third reading.

Mr. Walters moved that the committee of the whole be discharged from the consideration of Senate bill (No. 295, Int. No. 290) entitled "An act to amend chapter two hundred and sixtyfive of the Laws of nineteen hundred and ten, entitled 'An act in relation to the municipal court of the city of Syracuse,' 'generally," and that the said bill be amended, the title being amended to read as follows:

"An act to amend chapter five hundred and twenty of the Laws of nineteen hundred and six, entitled 'An act in relation to the municipal court of the city of Syracuse,' generally."

and that said bill be reprinted and recommitted to the committee of the whole.

The President put the question whether the Senate would agree to said motion, and it was decided in the affirmative.

The President presented the report of the Jamiaca Bay Peconic Canal Board, which was laid upon the table and ordered printed.

Mr. Walker introduced a bill (Int. No. 441) entitled "An act to amend the Labor Law, in relation to the hours of employment of minors and females," which was read the first time, and by unanimous consent was also read the second time, and referred to the committee on labor and industry.
