No. 444) entitled "An act to amend the Gencral Municipal Law, in relation to the powers of local boards of child welfare, and defining the term 'widowed mothers,"" which was read the first time, and by unanimous consent was also read the second time, and referred to the committee on affairs of cities. Mr. Law moved that the committee on the judiciary be discharged from the consideration of Senate bill (No. 159, Int. No. 47) entitled "Concurrent resolution of the Senate and Assembly proposing an amendment to the Constitution, in relation to taxation," and that the said bill be amended, reprinted and recom'mitted to the committee on the judiciary.

The President put the question whether the Senate would agree to said motion, and it was decided in the affirmative.

Mr. Law announced the death of former Senator George A. Davis, and moved that when the Senate adjourn today it adjourn out of respect to his memory.

Mr. Law moved that the Senate do now adjourn.

The journal of Friday, February 13th, was read and approved. Mr. Law introduced a bill (Int. No. 445) entitled "An act to amend chapter six hundred and sixty-seven of the Laws of nineteen hundred and ten, entitled 'An act to amend, revise and consolidate the charter of the village of Ossining,' in relation to compensation of policemen and other officers whose compensation is fixed by said charter and increasing the tax rate," which was read the first time, and by unanimous consent was also read the second time, and referred to the committee on affairs of villages,

Mr. Sage introduced a bill (Int. No. 446) entitled “An act to amend the Public Health Law, in relation to quarantine at the port of New York and the health officer of such port," which was read the first time, and by unanimous consent was also read the second time, and referred to the committee on public health.

Also, a bill (Int. No. 447) entitled "An act to appropriate the miscellaneous receipts on account of the improvement of the Erie, Oswego and Champlain canals under chapter one hundred and forty-seven of the Laws of nineteen hundred and three and acts amendatory thereof and slupplemental thereto, for the purposes of the said improvement," which was read the first time, and by unanimous consent was also read the second time, and referred to the committee on finance.

Also, a bill (Int. No. 448) entitled "An act reappropriating the unexpended balance of appropriation made by chapter five hundred and fifty-five of the Laws of nineteen hundred and eighteen, providing for the construction of Barge canal terminals at certain places on the Hudson river, and incidental work connected therewith, including the acquisition of property therefor, with a view of improving the commerce of the State," which was read the first time, and by unanimous consent was also read the second time, and referred to the committee on finance.

No. 449) entitled "An act reappropriating unexpended balances of appropriations made by chapters one hundred and fifty-two and one hundred and eighty-four of the Laws of nineteen hundred and eighteen for the improvement of the Erie, Oswego and Champlain canals under chapter one hundred and forty-seven of the Laws of nineteen hundred and three and acts amendatory thereof and supplemental thereto, for the purposes of the said improvement," which was read the first time, and by unanimous consent was also read the second time, and referred to the committee on finance.

No. 451) entitled "An act to appropriate the miscellaneous receipts on account of the improvement of the Cayuga and Seneca canals under chapter three hundred and ninety-one of the Laws of nineteen hundred and nine and acts amendatory thereof and supplemental thereto, for the purposes of said improvement," which was read the first time, and by unanimous consent was also read the second time, and referred to the committee on finance.

No. 457) entitled "An act to amend the Greater New York charter, in relation to the salary or compensation of any officer or employee of the counties of New York, Kings, Queens, Bronx or Richmond," which was read the first time, and by unanimous consent was also read the second time, and referred to the committee on affairs of cities.

Mr. Baumes introduced a bill (Int. No. 460) entitled "An act to amend chapter forty-four of the Laws of eighteen hundred and fifty-three, entitled 'An act for the better support of the poor, in the town of Newburgh, in the county of Orange,' in relation to the distribution of the expense of maintenance of the poor of the city and town of Newburgh," which was read the first time, and by unanimous consent was also read the second time, and referred to the committee on internal affairs of towns, counties and public highways.

Mr. Ferris introduced a bill (Int. No. 461) entitled "An act making an appropriation for the purchase of books and furniture for the Supreme Court library at Plattsburg," which was read the first time, and by unanimous consent was also read the second time, and referred to the committee on finance.

Mr. Ferris, by request, introduced a bill (Int. No. 462) entitled “An act to amend chapter twenty-nine of the Laws of nineteen hundred and eight, entitled 'An act to incorporate the city of Glens Falls,' in relation to the city court of said city," which was read the first time, and by unanimous consent was also read the second time, and referred to the committee on affairs of cities.

Mr. Walker introduced a bill (Int. No. 463) entitled "An act to amend the Public Health Law, continuing in the department of health certain powers and duties now vested in the Department of Farms and Markets," which was read the first time, and by unanimous consent was also read the second time, and referred to the committee on agriculture.

Also, a bill (Int. No. 464) entitled "An act to amend the Farms and Markets Law, in relation to abolishing the Council of Farms and Markets, and the offices of Commissioner of Agriculture and Commissioner of Foods and Markets, reorganizing such department and continuing it as the Department of Agriculture and Markets under the jurisdiction of a single commissioner," which was read the first time, and by unanimous consent was also read the second time, and referred to the committee on agriculture.

Mr. Walters introduced a bill (Int. No. 465) entitled "An act to provide for the acquisition by the State of certain real property in the city of New York, and making an appropriation therefor," which was read the first time, and by unanimous consent was also read the second time.

On motion of Mr. Walters, and by unanimous consent, the rules were suspended, and said bill ordered to a third reading and referred to the committee on finance, retaining its place in the order of third reading.

Mr. Walters moved that the committee on finance be discharged from further consideration of said bill.

The President put the question whether the Senate would agree to said motion, and it was decided in the affirmative.

Ordered, That said bill be restored to its place in the order of third reading.
