At eight o'clock and forty minutes, Mr. Walters moved that the Senate stand in recess for five minutes.

The President put the question whether the Senate would agree to said motion, and it was decided in the affirmative.

NINE O'CLOCK

The Senate again met.

Mr. Hewitt, from the committee on internal affairs of towns, counties and public highways, to which was referred the Senate bill introduced by Mr. Law (No. 430, Int. No. 404) entitled "An act to amend chapter one hundred and five of the Laws of nineteen hundred and sixteen, entitled 'An act to provide for the assessment of property and the collection of taxes and assessments in the several towns of Westchester county, and in the special tax and school districts in such towns, also providing for the sale and transfer of tax liens for such unpaid taxes and assessments, and for the foreclosure of such transfers of tax liens,' in relation to estimating revenues," reported in favor of the sage of the same, which report was agreed to.

On motion of Mr. Law, and by unanimous consent, the rules were suspended, and said bill ordered to a third reading.

Mr. Sage, from the committee on finance, to which was referred the Senate bill introduced by Mr. Sage (No. 597, Int. No. 550) entitled "An act making appropriations for the maintenance and repair of improved State and county highways," reported in favor of the passage of the same, which report was agreed to, and said bill committed to the committee of the whole.

Mr. Walton, from the committee on codes, to which was referred the Senate bill introduced by Mr. Walton (No. 623, Int. No. 606) entitled “An act to amend the Penal Law, in relation to the privileges of witnesses in investigations and proceedings for a violation of the provisions of article fourteen thereof, relating to criminal anarchy," reported in favor of the passage of the same, which report was agreed to, and said bill restored to its place on the order of third reading.

The Senate bill (No. 178, Int. No. 176) entitled “An act to amend the State Charities Law, in relation to change of name of the Craig Colony for Epileptics," was read the third time.

The President put the question whether the Senate would agree to the final passage of said bill, the same having been printed and upon the desks of the members in its final form for three calendar legislative days, and it was decided in the affirmative, a majority of all the Senators elected voting in favor thereof, and three-fifths being present, as follows:
