To the Honorable the Common Council:
In accordance with the provision of our charter, which makes it my duty to advise you at this time concerning the affairs of the city, I hand you herewith the reports of the different departments of the city government for the past year. I have the honor to ask your attention to such maters of public concern seemed to me to deserve notice.
The following figures from the report of the Comptroller show the changes in the debt of the city during the year 1881, and the form and amount of the debt at the end of the
Increase-New York Bridge, $971,000.
Decrease-Wallabout Bay Improvement Loan, $47,000; National Guard and Volunteer Firemen's Loan, $25,000.
Showing a net increase of the permanent debt, independent of water debt,
Increase Assessment Fund Bonds, Water and Sewerage, $800,000; Certificates of Indebtedness, $37,551.19.
Decrease-Williamsburg Improvement Loan, $38,000; Third Street Improvement Loan, $302,000; Gowanus Canal Improvement Loan, $24,000; Bushwick Avenue Improvement Loan, $17,000; South Seventh Street Improvement Loan, $20,000; Fourth Avenue Improvement Loan, $25,000; Assessment Fund Bonds, $1,200,000; Sewerage Fund Bonds, $250,000.
