DEPARTMENT OF COMMERCE AND LABOR, BUREAU OF STANDARDS, SIR: I have the honor to submit herewith for publication a revised compilation of the Weights and 'Measures Laws of the United States, the first edition of which, published in 1904, was begun for the use of the Bureau of Standards and not for the purpose of publication. On account, however, of the interest that these laws have for legislators, State and city sealers of weights and measures, and those industries whose operations cover several States, it was deemed advisable to publish the laws, particularly since the information collected could otherwise be found only in scattered volumes rarely accessible to a single individual. The usefulness of the first edition has been fully demonstrated by the large demand for it. Numerous changes made in the State laws relating to weights and measures during the past few years, and the large amount of new legislation on the subject, necessitate a complete revision of the first edition. The scope of the present edition has been broadened to include several phases of the subject of weights and measures not covered by the previous edition.
