The Assembly bill (No. 968, Rec. No. 249) entitled "An act to authorize the local assessment of certain canal lands of the State of New York in the village of Waterloo for the benefit thereto from the paving of West Huff and Fayette streets in such village, was read the third time.

The President put the question whether the Senate would agree to the final passage of said bill, the same having been printed and upon the desks of the members in its final form for three calendar legislative days, and it was decided in the affirmative, a majority of all the Senators elected voting in favor thereof, and three-fifths being present as follows:

No. 336) entitled "An act to amend chapter six hundred and sixty of the Laws of nineteen hundred and twenty-three, entitled 'An act to revise the charter of the city of Watertown, New York,' in relation to the territorial jurisdiction of the City Court of Watertown and to its process and mandates," was read the third time.

Mr. O'Brien introduced a bill (Int. No. 1462) entitled "An act to amend the County Law, in relation to fees of register of the county of New York," which was read the first time, and by unanimous consent was also read the second time, and referred to the committee on internal affairs of towns, counties and public highways.

Mr. A. J. Kennedy introduced a bill (Int. No. 1463) entitled "An act to amend the Election Law, in relation to provision for central registration of certain United Spanish War veterans in the year nineteen hundred and twenty-eight," which was read the first time, and by unanimous consent was also read the second time, and referred to the committee on the judiciary.

Mr. Freiberg introduced a bill (Int. No. 1464) entitled "An act making an appropriation to pay unpaid expenses of the commission created by chapter three hundred and forty-eight of the Laws of

nineteen hundred and twenty-seven, to make a study and comprehensive survey of the feasibility of the establishment of the Buffalo and Niagara Frontier Port Authority," which was read the first time, and by unanimous consent was also read the second time, and referred to the committee on finance.

Mr. Mastick introduced a bill (Int. No. 1465) entitled "An act to amend the Tax Law, in relation to the expense of publishing notices to redeem real property from tax sales," which was read the first time, and by unanimous consent was also read the second time, and referred to the committee on taxation and retrenchment. Mr. Truman introduced a bill (Int. No. 1466) entitled "An act to amend the Conservation Law, in relation to the fee for ferret licenses," which was read the first time, and by unanimous consent was also read the second time, and referred to the committee on conservation.

Mr. Byrne introduced a bill (Int. No. 1467) entitled "An act to confer jurisdiction upon the Court of Claims to hear and determine the claim of Fort Orange Club against the State for damages to real property in the city of Albany," which was read the first time, and by unanimous consent was also read the second time, and referred to the committee on general laws.

Also, a bill (Int. No. 1468) entitled "An act to amend the Highway Law, in relation to creating the offices of assistant county superintendents and abolishing the offices of town superintendents, which was read the first time, and by unanimous consent was also read the second time, and referred to the committee on internal affairs of towns, counties and public highways.

Mr. Sheridan introduced a bill (Int. No. 1469) entitled "An act to amend the Judiciary Law, in relation to compensation of justices of the Supreme Court," which was read the first time, and by unanimous consent was also read the second time, and referred to the committee on finance.

Mr. Hewitt introduced a bill (Int. No. 1470) entitled "An act making reappropriations for the Binghamton and Middletown State hospitals, respectively, of a portion of the moneys appropriated by chapter five hundred and twenty of the Laws of nineteen hundred and twenty-seven for the Willard State Hospital," which was read the first time, and by unanimous consent was also read the second time, and referred to the committee on finance.

Also, a bill (Int. No. 1471) entitled "An act to confer jurisdiction upon the Court of Claims to hear and determine the claim of Agniezka Kaminski, in her own behalf and the behalf of certain infants against the State to recover certain moneys awarded to her under the Workmen's Compensation Law, tendered to her in Austrian currency which she refused to accept because of its depreciation in value," which was read the first time, and by unanimous consent was also read the second time, and referred to the committee on general laws.

The Assembly sent for concurrence the bill (No. 1631, Rec. No. 366) entitled "An act providing for the erection of a State armory [SENATE JOURNAL]

for cavalry in the city of Utica, the acquisition of a site, and making an appropriation therefor," which was read the first time, and by unanimous consent was also read the second time.

On motion of Mr. H. D. Williams, and by unanimous consent, said bill was substituted for Senate bill (No. 1242, Int. No. 1090) now on the order of third reading.

Also, a bill (No. 1807, Rec. No. 369) entitled "An act to amend the Education Law, in relation to the sale of spectacles, eyeglasses and lenses, as merchandise, at retail," which was read the first time, and by unanimous consent was also read the second time.

On motion of Mr. Freiberg, and by unanimous consent, said bill was substituted for Senate bill (No. 1351, Int. No. 1187) now in the committee of the whole.

Also, a bill (No. 1813, Rec. No. 370) entitled "An act to amend the Agriculture and Markets Law, in relation to preparation of lists of owners of dogs in Suffolk county," which was read the first time, and by unanimous consent was also read the second time.

On motion of Mr. Thompson, and by unanimous consent, the rules were suspended, and said bill ordered to a third reading.

Also, a bill (No. 1885, Rec. No. 367) entitled "An act to amend the Real Property Law, in relation to the filing of maps and the penalty for non-filing," which was read the first time, and by unanimous consent was also read the second time, and referred to the committee on the judiciary.

Also, a bill (No. 1693, Rec. No. 368) entitled "An act to amend the Judiciary Law, in relation to the compensation of stenographers and confidential clerks appointed by justices of Appellate Division of the third and fourth departments and making an appropriation therefor," which was read the first time, and by unanimous consent was also read the second time.

On motion of Mr. Hickey, and by unanimous consent, said bill was substituted for Senate bill (No. 1387, Int. No. 495) now on the order of third reading.

Also, a bill (No. 1791, Rec. No. 371) entitled "An act to amend the Penal Law, in relation to sentence and probation," which was read the first time, and by unanimous consent was also read the second time.

On motion of Mr. Baumes, and by unanimous consent, said bill was substituted for Senate bill (No. 1684, Int. No. 130) now in the committee of the whole.

Also, a bill (No. 1792, Rec. No. 372) entitled "An act to amend the Code of Criminal Procedure in relation to bail," which was read the first time, and by unanimous consent was also read the second time.

On motion of Mr. Baumes, and by unanimous consent, said bill was substituted for Senate bill (No. 1671, Int. No. 387) now in the committee of the whole.

Also, a bill (No. 1793, Rec. No. 373) entitled "An act to amend the Penal Law, in relation to the forfeiture of bail," which was read the first time, and by unanimous consent was also read the second time.
