In compliance with the Regulations presented on the 30th April last, pursuant to the Act 16 & 17 Victoria, chapter 95,* I am directed

* CIVIL SERVICE OF INDIA.

1. The Board of Commissioners for the Affairs of India hereby appoint the Civil Service Commissioners to be examiners for conducting the examinations herein-after mentioned. The Civil Service Commissioners will report to the Commissioners for the Affairs of India upon the results, and also upon the eligibility of the candidates in respect of age, health, and character. 2. In July 1858 an examination of candidates will be held." Notice will hereafter be given of the days and place of examination.

3. Any natural-born subject of Her Majesty, who shall be desirous of entering the Civil Service of the East India Company, will be entitled to be examined at such examination, provided he shall, on or before the 1st of June 1858, have transmitted to the Civil Service Commissioners, Dean's Yard, Westminster

(a) A certificate of his birth, showing that his age on the 1st May 1858 will be above eighteen years and under twenty-three years.

(b) A certificate, signed by a physician or surgeon, of his having no disease, constitutional affection, or bodily infirmity unfitting him for the Civil Service of the East India Company.

(c) Satisfactory proof of good moral character.

(d) A statement of those of the branches of knowledge herein-after enumerated in which he desires to be examined.

4. In any case in which a doubt may arise as to the eligibility of a candidate in respect of age, health, or character, such inquiries as may be necessary will be instituted by the Civil Service Commissioners.

5. The examination will take place only in the following branches of knowledge :English Language and Literature

6. The merit of the persons examined will be estimated by marks, and the numbers set opposite to each branch in the preceding regulation denote the greatest number of marks that can be obtained in respect of it.

7. No candidate will be allowed any marks in respect of any subject of examination, unless he shall, in the opinion of the examiners, possess a competent knowledge of that subject.

8. The examination will be conducted by means of printed questions and written answers, and by viva voce examination, as may be deemed necessary.

9. The marks obtained by each candidate in respect of each of the subjects in which he shall have been examined will be added up, and the names of the twenty candidates, not incligible according to the preceding regulations, who shall have obtained a greater aggregate number of marks than any of the remaining candidates, will be set forth in order of merit, and such candidates shall be deemed to be selected candidates for the Civil Service of the East India Company in the Presidency of Bengal.

10. In December 1858 a further examination of the selected candidates will take place, under the superintendence of the Civil Service Commissioners, in the following subjects:1. English Composition.

2. The History and Geography of India.

3. The elements of the Bengali or Hindustani languages.

[Candidates will be expected to understand the principal rules of the grammar, and to be able to read and translate an easy passage.]

by the Civil Service Commissioners to report, for the information of the Board of Commissioners for the Affairs of India, the result of the examination of candidates for the Civil Service of India, recently held under the superintendence of the Civil Service Commissioners.

1. By Regulation IX. it is provided that the names of the 20 candidates, not ineligible according to the preceding Regulations, who shall have obtained a greater aggregate number of marks than any of the remaining candidates, shall be set forth in order of merit, and that such candidates shall be deemed to be selected candidates for the Civil Service of the East India Company in the Presidency of Bengal.

Under this Regulation the Civil Service Commissioners have to report the following gentlemen as the selected candidates, the order of merit being indicated by the figures prefixed to the several names, and the aggregate number of marks obtained being that set opposite to each

The Commissioners for the Affairs of India will be aware that under Regulations following the one which has been quoted the selected candidates are to be subjected to a further examination in December next, and that no candidate, even after passing that examination, is to be

11. The selected candidates will receive instructions as to the books which should be studied. 12. Any selected candidate desirous of presenting himself for further examination at a time earlier than that above mentioned, will be permitted to do so on application to the Civil Service Commissioners. If he should then fail to pass, he will be allowed to present himself again in December.

13. Any selected candidate who does not pass at the further examination of December 1858 will be struck off the list of selected candidates.

14. The selected candidates who, at the further examination, shall be found to have a competent knowledge of the subjects specified in Regulation 9, shall be adjudged to have passed, and to be entitled to be appointed to the Civil Service of the East India Company in the Presidency of Bengal.

14. The seniority in the Civil Service of the East India Company of the selected candidates shall be determined by the date of the further examination at which they shall be adjudged to have passed; and, as between those who passed at the same further examination, their seniority shall be determined according to the order in which they stand on the list resulting from the examination of July.

16. No person will, even after passing the further examination, be allowed to proceed to India unless he shall comply with the regulations in force at the time for the Civil Service of the East India Company, and shall be of sound bodily health and good moral character.

The Civil Service Commissioners will require such further evidence on these points as they may deem necessary.

17. All papers relating to the above-mentioned examination are to be addressed to the Secretary to the Civil Service Commission, Dean's Yard, Westminster.
