allowed to proceed to India, unless he shall comply with the regulations in force at the time, and shall be of sound bodily health and good moral character. The Civil Service Commissioners will require such evidence on these points as they may deem proper, before granting their certificate, which, under Section 32 of the recent Act, will be necessary in order to enable the candidates to be admitted to the Civil Service of India.

2. Having thus reported the result of the recent examination, the Civil Service Commissioners proceed to add certain details, which they think may afford some assistance in the preparation of the Regulations required by the Section just referred to. They have inserted, as far as the papers in their possession enable them to do so, the same details with regard to the three examinations previously held.

The total number of candidates who actually presented themselves for examination in each year, and the number of appointments offered, have been as follows:

It thus appears that, on the whole, 45 per cent. of the successful candidates have been upwards of 22 years of age at the time of examination. In some cases the age of the candidates at the time of examination

has, in fact, exceeded 23, the requirements of the regulations in each year having been that the candidate's age should be under 23 years on the first of May preceding the examination, which has in no case commenced until the month of July. Four of the selected candidates of this year had attained 23 before the examination commenced.

With regard to the education of the candidates, the following particulars can be given :
