Program in 1945 to be financed by reappropriation of $5,420,000 of the unobligated balances of 1942 and 1943 appropriations. Bill
requires complete liquidation in 1945 and provides for that purpose a reappropriation of not to exceed $3,952,585.

6 In addition, the Budget estimate provides for $40,000,000 to be transferred to this appropriation item from the permanent appro-
priation "Exportation and domestic consumption of agricultural commodities." The Budget estimate also provides $25,000,000 for
administrative expenses, which the accompanying bill reduces to $24,250,000. In lieu of the Budget transfer, the bill provides additional
direct appropriation of $40,000,000.
