FOREWORD

This survey of the policy of the United States toward maritime commerce in war is based on the official documents listed on pages VIII to XXII, the texts of which will be found on pages 163 to 896. In volume I, covering the period from 1776 to the beginning of the World War, attention is focused on the following problems: (1) enemy goods in neutral ships; (2) neutral goods in enemy ships; (3) definition of contraband of war; (4) continuous voyage; (5) validity of blockade; (6) immunity of private property at sea. Volume II continues the treatment of these problems and deals also with important related problems which arose during the years 1914 to 1918.

A print of volume II, not including the texts of the listed documents, was issued by the Department of State on January 17, 1936, as publication No. 821.
