The Philippine assembly convened on October 16, 1907, and since that date, in accordance with section 7 of the act of Congress of July 1, 1902, all the legislative power theretofore conferred on the Philippine Commission is vested in a legislature consisting of two houses-the Philippine Commission and the Philippine assembly.
