Question. Is there a line running from that substation in Alabama across the State line below West Point to Thomaston, Ga.?

Answer. That is correct.

Question. What is represented by the hollow square on the map at Bartletts Ferry?

Answer. A hydroelectric plant.

Question. Owned by whom?

Answer. The Columbus Electric & Power Co.

Question. Having what connections?

Answer. It connects with a substation, it ties with a 110,000-volt line, and also connects through that substation with a substation and plant across the Georgia line at Goat Rock.

Question. The hydrostation at Bartletts Ferry appears to be right on the State line. Is that the fact?

Answer. At that point the boundary between the two States is the mean high water line on the west bank of the river. Two of the generators are in Alabama and taxes are paid on them to the State of Alabama, and one is in the State of Georgia and taxes are paid on that station to the State of Georgia.

Question. Is there a dam across the river near this point?

Answer. There is.

Question. Is the dam in both States or is it across the State line? Answer. It crosses the State line.

Question. What other crossings of the State line are there in this same neighborhood?

Answer. There are two crossings from Goat Rock, one going to a substation directly west of Bartletts Ferry and another crossing the State line and then doubling back and going into the substation at Columbus.

Question. That is, a line running out southwest from the Goat Rock station goes out of Georgia across to the Alabama line and comes back into Georgia across the interstate line?

Answer. That is correct.

Question. Are there any other crossings at that point?

Answer. There are crossings from Phoenix City to Columbus and from Columbus another line runs southwesterly and then back across the State line again into Georgia, up to Americus.

Question. That is, there is a line running southwest from Columbus into Alabama?

Answer. That is correct.

Question. Which turns and runs southeast across the State line: and back into Georgia?

Answer. That is correct.

Question. What State crossings are there shown on this map near Georgetown?

Answer. There is a crossing near Georgetown from a substation to Eufaula on the Alabama side. There is another connection at that substation with the Alabama Power Co., and the line from that. substation that crosses the Alabama-Georgia State line to Credille.

Answer. Yes, sir.

Answer. It was furnished by the Southeastern Power & Light Co. Question. Is this map a true reproduction of the one furnished by the company?

Answer. It is.

Answer. This map shows that the companies operate in the States of Michigan, Illinois, Indiana, Ohio, Pennsylvania, Tennessee, Mississippi, Alabama, Georgia, South Carolina, and Florida.

Question. Does it operate in Arkansas?

Answer. It does not.

Question. Does it operate in Louisiana?

Answer. I think not.

Question. Does it operate in Kentucky?

Answer. It does not.

Direct examination by Mr. HEALY:

Question. Let us have your full name, Mr. Horne.

Answer. William B. Horne.

Question. You have already been sworn?

Answer. Yes, sir.

Question. And it has already appeared that you are employed by the Federal Trade Commission and attached to the economic division?

Answer. It has.

Question. Have you prepared a chart and some tables relating to the Southeastern Power & Light Co.?

Answer. Yes, sir.

Question. How many charts are there?

Answer. One chart.

Question. And how many tables?

Answer. Seven tables.

Question. Have they been produced and are they all bound together and marked as one exhibit, 4719?

Answer. Yes, sir.

Question. From what source did you get the information upon which this chart and these tables are based?

Answer. From information furnished by the company and from schedules forwarded to the Federal Trade Commission.

Mr. HEALY. I now offer all of Exhibit 4719 for the record.

Question. What does chart No. 1 within Exhibit 4719 show?

Answer. It lists the officers and directors of the Southeastern Power & Light Co. from the date of organization to December 31, 1929, as shown by the annual reports of the company.

Question. Were there many changes in the officers?

Answer. No; after the retirement of the organization officers there has been only two changes in office, the secretary in 1925 and the treasurer in 1926. However, there has been an increase in the number of vice presidents and assistant secretaries and assistant treasurers. Question. Have there been many changes in the board of directors?

Answer. No; since the retirement of the board named in the charter only three members have gone off the board-Stephen A. Dawley in 1925 and Sir E. Mackay Edgar and G. W. Curran in 1929. The size of the board has been increased three times.

Question. Who were the directors named in the charter?

Answer. S. L. Fogg, Frank E. Southard, E. M. Leavitt, E. F. Porter, and M. Y. Marston.

Question. Who is S. L. Fogg?

Answer. A member of the firm of McLean, Fogg & Southard, attorneys, Augusta, Me.; prior to 1920 the firm name was Williamson, Burleigh & McLean.

Question. Who is Frank E. Southard?

Answer. He is a member of the same firm.

Question. Have Messrs. Fogg and Southard served on the charter board of directors of any other companies?

Answer. I have no information as to that.

Question. I think our record as to other companies shows that they have. Have any other members of this firm so served?

Answer. Yes; Messrs. Joseph Williamson and Ernest L. McLean were on the board of directors shown in the charters of the American Power & Light Co., the Pacific Power & Light Co., and the Utah Power & Light Co.

Question. Who is E. M. Leavitt?

Answer. The only information I have is that she was a member of the board of directors shown in the charters of the American Power & Light Co., Pacific Power & Light Co., Electric Power & Light Corporation, and Utah Power & Light Co.

Question. I would like to ask regarding one or two names that appear on this chart within Exhibit 4719. The first one is P. S. Arkwright. Mr. Arkwright is director of the Southeastern Power & Light Co., and was in 1928?

Answer. Yes, sir.

Question. What was he in the Georgia Power Co.?

Answer. Mr. Arkwright was president and a director of the Georgia Power Co.

Question. Was he in the Central Georgia Power Co.?
Answer. He was director and president of the Central.
Question. The Macon Railway & Light Co.?

Answer. The same director and president.

Question. Central Georgia Transmission Co.?
Answer. Director and president.

Question. Macon Gas Co.?

Answer. Director and president.

Question. Pensacola Gas Co.?

Answer. He was not an officer of the Pensacola Gas Co.
Question. The Atlanta Northern Railway Co.?

Answer. Director and president.

Question. Mutual Light & Water Co.?

Answer. Director and president.

Question. Georgia Public Service Co.?

Answer. A director.

Question. He was an officer or director of how many companies? Answer. He was connected with 9 companies, a director in all 9 of them, and an officer in 7.

Question. Mr. S. Z. Mitchell was what in the Southeastern Power & Light Co.?

Answer. He was a director of the Southeastern Power & Light Co. as of March 1, 1928.

Question. And what in the Georgia Power Co.?

Answer. He was a director in the Georgia and also in the Alabama.

Question. He was connected with how many other companies which have filed reports?

Answer. He was connected with 21 other companies which filed reports.

Question. This is a fair sample of how this chart can be read and interpreted, is it not?

Answer. Yes, sir.

Question. These few instances that I have taken?

Answer. These few instances are from Table 1, which shows the officers and directors of all the different companies. The chart itself shows the length of service of the officers and directors.

Question. Are you talking about the chart within Exhibit 4719? Answer. We have just been considering Table 1 in Exhibit 4719. Question. The information that I have been developing through these late questions and answers is based on Table No. 1 within Exhibit 4719?

Answer. Yes, sir.

Question. And not on chart No. 1 within Exhibit 4719?

Answer. No, sir.

Question. Now, chart No. 1 is designed to show what?

Answer. To show the length of service of all of the officers and directors of the Southeastern Light & Power Co. from the time it was organized in 1924 down to December 31, 1929. This information was taken from the annual reports for the different years, but does not show the actual date-month, or date of month.

Question. Turning again now to Table No. 1 within Exhibit 4719, I understand that that lists the officers and directors of the Southeastern Power & Light Co. and such of its subsidiaries as made reports to the commission in 1928?

Answer. Yes, sir.

Question. How many companies were there in the group at that time?
