We find that the books are kept in a most intelligent and upto-date form, and much credit is due to the Auditor of Accounts and his assistants for the improved methods in use.

SUPPLIES FOR INSTITUTIONS.

We find that supplies are usually bought at wholesale and that as a rule cash discounts are taken.

In accordance with act No. 161 of the acts of 1904, the trustees of the different institutions have advertised for bids on supplies and the same are forwarded to the Auditor's office where they may be found and examined.

Following the report of the special committee to investigate the commissions of the State, which is now before the General Assembly, it seems unnecessary for this committee to report further on that point. It is our conviction however, that the per diem system is unwise and expensive and that in all cases where practicable, State officers should be paid a fixed salary for their services. ISAAC M. REPORT OF THE TRUSTEES OF THE VERMONT STATE LIBRARY.

To the Honorable General Assembly of the State of Vermont:

The Trustees of the State Library respectfully report, that the additions to the Library from September 1, 1904, to August 31, 1906, have been as follows:

bound volumes and pamphlets of which 590 were received from

the U. S. Government.

The librarian reports the sale of books from September 1, 1904, to August 31, 1906, at the sum of $3,114.15, itemized as follows:

The amount paid for books from September 1, 1904, to August 31, 1906, was $3.008.57.

The number of books now in the library, exclusive of pamphlets and duplicates, is 44,947.

The legislature of A. D., 1904 appropriated the sum of six thousand dollars for a metal ceiling and a third tier of steel stacks for the library. These have been purchased, put in place and are now in use; this affords temporary relief from the congestion previously existing, and are much appreciated by all having connection with the library. The expense of the steel stack was $5,653.00 and of the metal ceiling $325.00, and the balance of the appropriation was used to help pay the expense of advertising the proposals for furnishing the same to the State.
