PRINTING OF BILLS.

RESOLUTION

OFFERED BY MR. MOMILLAN RELATING TO GENERAL ORDER No. 2, THIRD READING No. 2, REGARDING THE PASSAGE OF BILLS.

Resolved, That General Order No. 2 (Introductory No. 73), be recommitted to the Committee of the Whole for the purpose of amending, by adding after the word "passage " in line five, page one, the following words: "And the time when said bill, printed in its final form, was placed upon the desks of the members shall be entered upon the journal of that day," so that said proposed constitutional amendment shall read as follows:

Section fifteen of article three is hereby amended to read as follows:

Section 15. No bill shall be passed or become a law unless it shall have been printed and upon the desks of the members, in its final form, at least three calendar legislative days prior to its final passage, and the time when said bill, printed in its final form, was placed upon the desks of the members shall be entered upon the journal of that day; unless the Governor, or the acting Governor, shall have certified to the necessity of its immediate passage, under his hand and the seal of the state; nor shall any bill be passed or become a law, except by the assent of a majority of the members elected to each branch of the legislature; and upon the last reading of a bill, no amendment thereof shall be allowed, and the question upon its final passage shall be taken immediately thereafter, and the yeas and nays entered on the journal.
